Gender Specialist to conduct a Gender Analysis Study for the project “Improving Prospects for Refugees and Vulnerable Host Communities in Lebanon”

ROLE PURPOSE: Improving Prospects for Refugees and Vulnerable Host Communities in Lebanon is a 3-year program integrating Child Protection and Livelihoods interventions with the aim of removing children from the Worst Forms of Child Labour (WFCL) and/or support transitions to non-hazardous, age-appropriate work. The integrated package includes case management, psychosocial support and cash assistance, youth and caregivers accessing livelihood opportunities, skills training, etc. and targets the most vulnerable children and adolescents (14-17) and their families living in urban areas of Beirut who are exposed to multiple forms of deprivation and vulnerability. The program has started in June 2019 and ends in May 2022

STUDY OBJECTIVE: The Gender Specialist Consultant will conduct an in-depth gender analysis which will provide information on the different roles of women, men, boys and girls at different levels and their respective levels of access to program activities as well as other general services at the community level, including child protection, education, social protection services. It will also analyze their differential needs, priorities and responsibilities in the context of the program. It must be based on an examination of sex-disaggregated data and qualitative information about the situation of men, women, boys and girls while recognizing the diversity of these groups based on factors such as age, ethnicity and socioeconomic condition.

The gender analysis will detect differences at the micro (grassroots) and macro (institutions and service delivery systems, markets operating in the intervention areas).

Collecting and analyzing this data will ensure that the planned program strategies can be adjusted to respond to any differences and inequalities that exist, therefore allowing Save the Children to tackle gender inequality by implementing a more gender-sensitive program.  Data collection will also be followed up on during monitoring and evaluation phases.

The in-depth gender analysis will include a gender-focused Context analysis to further understand the political context and the concrete regional situation where the program will be implemented. This involves analyzing the laws and policies as they affect women and men (often differently) as well as customary practices and norms. This context analysis could be integrated as part of the in-depth gender analysis.
