UNICEF Child Protection Programme Call for Expression of Interest

UNICEF is the agency of the United Nations mandated to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential.

In Lebanon, UNICEF’s Child Protection Programme supports the government (in particular the Ministry of Social Affairs) and works with partners to ensure that all children and women at risk and survivors of violence, exploitation, and abuse have access to an equitable prevention and response system.

The Programme is guided by the Government/UNICEF Country Programme Document (CPD) with the current timeframe of 2017-2021. To operationalize the CPD and UNICEF’s contribution to the LCRP, rolling workplans are being signed with the Government on an annual basis with the current workplan covering the period 2019-2020. The Lebanese Ministry of Social Affairs (MoSA) is currently finalizing its Strategic Plan for Child Protection and Gender-based Violence, 2019-2026.

Within these frameworks, the Child Protection Programme is launching an open Call for Expression of Interest to – in collaboration with the Government - select partners for the provision of child protection and gender-based violence services in 2020. The guidance contained in this Call is for International and National Civil Society Organizations that wish to partner with UNICEF on this portfolio starting January 2020 for a period of 12 months (subject to funding availability). Depending on availability of additional funds, the finalization of MoSA’s Strategic Plan for CP and GBV, and the progressive assessment of unmet needs, new programmes or the expansion of existing ones may be explored later in 2020, in coordination with the Child Protection and Sexual and Gender-Based Violence sector partners.

Organisations that are interested in applying to the present call will be required to apply on UN Partners Portal, after undergoing a validation process.

An evaluation committee, consisting of UNICEF and MoSA staff, will assess the submissions against eligibility and selection criteria listed at the bottom of this page and notify all applicants on the outcome of the process accordingly.

Participation in this Call for Expression of Interest does not guarantee ultimate selection for partnership with UNICEF.

Selected partners will be invited to adjust and further develop with UNICEF the full Programme Documents (PDs) in accordance with the applicable policy and procedures for UNICEF partnership with CSOs and depending on funding availability and existing gaps.
