Capacity building tasks

  • Build the capacity of the PHCC staff, Social Worker and Outreach Volunteers (OVs) on safe identification and referral of Mental Health (MH) cases based on MOPH MhGAP guidelines.
  • The job holder should ensure that adequate information and data is being provided in the most effective and efficient manner in order to ensure a solid

 

 

understanding regarding the MOPH MhGAP guidelines. The Job Holder should be competent in utilizing various tools in order to ensure that the audience is well trained and receiving the right level of information.

  • Provide technical supervision through mentorship to PHCC staff and OWs trained on MhGAP to ensure appropriate assessments of beneficiaries and referrals to appropriate care. The job holder should properly identify and report any gaps to the direct supervisor in order to take corrective actions accordingly and within the right timeframe.
  • Provide regular technical supervision and mentoring to the Mental Health Team in order to ensure the quality of services provided.
  • Provide the Mental Health Team with capacity building trainings on various Mental Health topics according to their needs and the needs of the beneficiaries.
  • Supervise the work of the Clinical Psychologists and provide technical support.
  •  The Job Holder will also be responsible of developing a capacity building plan for the Clinical Psychologists to ensure that they have the needed support for development;
  • Develop a structured training plan for RI’s Social Worker and OVs and train them on Group Debriefing Techniques such as PSS, Muscle Relaxation, etc;
  • Monitor the quality of services provided by RI’s Clinical Psychologists and suggest improvements accordingly;
  • Develop SOPs tailored to addressing the MH needs of older persons and provide adequate trainings to the Mental Health and Community Health teams;
  • Ensure harmonization of RI’s MH interventions across health projects;

 

Outreaching activities and networking

 

  • Conduct Outreach Activities in close coordination with RI’s Social Worker, Clinical Psychologists and OVs and support the team to conduct MH assessment at field level;
  •  Build a network with MH actors in Bekaa to refer cases based on their needs to case management units or specialized services;
  • Receive referrals from the field (OVs and RI’s Social Worker) and from MH actors in Bekaa and provide them with psychotherapy and follow up based on a fixed schedule at RI’s Supported PHCCs.

 

Reporting and Documentation

 

  • Conduct monthly reporting of MH activities on Activity Info;
  •  Monitor the psychological progress of the beneficiary and refer cases to advanced therapy when required;
  •  Follow up on the Clinical Psychologists data documentation and monthly data collection and segregation of MH cases;
  • Regularly update the Program Manager on the overall progress of the Mental Health indicators.
  • Submit monthly reports to MOPH using standardized templates in a timely manner;
  • Submit monthly reports on key indicators to Health MEAL Officers;
  • Support the Program Manager and Health Program Coordinator in writing donor reports and proposal development.

 

Miscellaneous

  • Demonstrate a high level of professionalism while working or coordinating with beneficiaries, their family members and all internal or external parties. Any incident or work-related conflict should be immediately reported to the Program Manager. The Job holder should avoid going into any work-related communication which might jeopardize the relationship of RI with any party;
  • The job holder should demonstrate a high level of cultural sensitivity, professionalism, politeness and objectivity when dealing with the beneficiaries under all circumstances;
  • The Job holder should be able to provide structured clinical assessment plans and develop consistent treatment plans.
  • Attend MH Taskforce meetings at central and field levels and maintain positive relationship with the MH taskforce;
  • Conduct bi-lateral meetings with MH actors in RI’s operational areas in Bekaa to ensure complementarity in service provision and prevent duplication
  • Under the supervision of the Program Manager, discuss and Resolve any issues that the Mental Health Team may face;
  • Under the supervision of the Program Manager, adjust the Mental Health strategic interventions as necessary, in order to meet the Mental Health targets;
  • Closely monitor the progress of the Mental Health indicators in order to make sure that the Mental Health targets are reached; Ensure a healthy, open and safe working environment for the Mental Health Team;
  • Promptly respond to any other request that the Program Manager may have.

 

 

Work Coordination: Internal direct reporting, dotted line work coordination and external coordination

The Job holder reports directly to the Program Manager. Under the supervision of the PM, the job holder will have a dotted-line work coordination with the Social Worker, Outreach Worker, Public Health Officer and PHCC staff. The job holder will be also responsible to build strong relation and coordination with the mental health taskforce at MOPH and UNHCR in Bekaa and attend relevant meetings when requested by Program Manager.

 

Span of control and decision making

The Job holder should take decisions related to the accountabilities and tasks outlined above while coordinating directly with the Program Manager. Any decision beyond her/his realm or responsibility should be discussed with the Program Manager.

 

 

Working Conditions / Operating Environment

The job holder will be part of the team members who will be located at Bekaa’s office in Zahle area. However, daily field visits to RI’s supported PHCCs and its catchment areas to assess refugees mental health status is an integral part of the job description. The job holder will have frequent travel to Beirut’s office based on the Program Manager’s request.
