Expression of Interest_Local Architect/Architectural firm_UDP_NL-GIZ

1. Background

In the framework of the Lebanese German cooperation between the government of Lebanon and Germany, the German governmental development organization “Gesellschaft fuer Internationale Zusammenarbeit” (GIZ) in close cooperation with the Lebanese partner ministry “Ministry of Social Affairs (MoSA) is implementing the “Local Development Programme for Urban Areas in North Lebanon” (UDP-NL). The programme is co-financed by the European Union and the Federal Republic of Germany.

As part of this, the program intends to establish a Training Center for Micro, Small and Medium Enterprise (MSME) to support economic development and new businesses in Dannieh. The Training center will be located in the Union’s existing office building in Bakhaoun town. The conversion of the existing office space shall be planned and implemented as well as the necessary equipment provided.

For the services related to the planning and supervision of works, GIZ represented by the UDP-NL Team (hereinafter referred to as Employee) intends to contract a local architect or architectural consultant company (hereinafter referred to as Consultant) with relevant experience in planning of offices or similar measures. In order to achieve the professional renovation of the center. The consultant shall perform all architectural and engineering services related to the planning, design, building permission, tendering and supervision of the implementation works.

For the aim that this project is also intended to support local architects and Engineering firms in Dannieh, GIZ is strongly encourages architects and firms from Dannieh region to submit their applications and expression of interest for providing the engineering services related to the renovation of the MSME center.

2. Expected background and Experiences.

• Member/office registerd at the Order of Engineers and Architects in Tripoli.
• At least 5 years of professional experience in implementing similar project.
• Experience in tender procedures and site supervision.
• English as the working language.

3. Tasks and Responsibilities

The main objective of the consultancy request services is:

• Elaborate the design plans, sections, ceiling layout, furnishing layout, electrical and mechanical layouts.
• Elaborate a permit file  to be submitted to the competent authorities.
• Follow up the different stages of the permit.
• Elaborate and prepare the technical Specifications and BOQ’s required for the tendering process.
• Supervise the realization of works.
• Handing over.

4. EOI and Evaluation Criteria

The EoI applications will be evaluated as per the following Evaluation Criteria. A proposal will be requested only from the short listed.

Evaluation Criteria:

• Expertise in relevant projects, smiliar to the MSME project in the last 5 years.
• Expertise and experience of Architect/Staff CVs.
• Program or  schedule of work.
• Local experience in Dannieh Area.
