UNICEF Lebanon would like to tender for provision of  LTA“ Result Based Management in Lebanon” as stipulated in the attached LRPS and annexes LRFP , ToR , Annex for Pricing & 1.Unicef Procedure for Ethical. Hence, I am writing to invite you for submitting your proposal to LRPS#2019-9151274.

You are kindly requested to quote your best price and submit your proposal by email to“[email protected]” as per the following and as indicated in the LRPS, page 1:

The reference LRPS#2019-9151274 must be shown on the emails.

(one email  for the technical proposal and one email for the financial proposal – both clearly marked at the address stipulated in the LRPS.

Proposals sent in another manner will be invalid.

• Do you need us to mention details on the methodology/ approaches whether it is a survey (CAPI,CATI…) OR Qual (FGD,KIIS…): Yes

• Does the budget relevant section need to be itemized by approach and duration (ex: whether it is a survey of 20 mins or  40 mins): on duration

1. Point. 1.2.1. of the RFP states that purchases will be made against contract to be issued by UNICEF in accordance with the terms and conditions resulting from the LTA and that actual quantities will vary from contract to contract. Does it mean that selected companies could be contracted only for some of the services included in the LTA? For example a company can be selected to provide tasks for service 1 (Conducting and Managing research) only ? is our understanding correct? Yes correct.

1. Is it possible to apply only to selected services (for example service 1 and 2 but not for service 3) or the proposal should be made for the three services (1. Conducting and Managing research; 2. Conducting secondary analysis; 3. Peer Review)? To ensure fairness to all applicants, you need to apply for all services.  

1. If a company is included in the non-exclusive LTA, can you please clarify if each request for service under the LTA will be subject to tender procedure among the members of the LTA? Depending on the task. A short proposal (2 pages) might be requested from LTA members. But usually if the required tasks are limited in scope and time, the priority will go for the less expensive and available.

1. Technical proposal: is there an outline that the technical part of the proposal should follow? No

1. Pool of experts: are CVs of experts  to be included in the technical proposal? Yes

1. With which Union of Municipalities and Municipalities will the work be conducted? : We don’t know, nothing is decided. Signing LTA contract does not means that work is on stand by and ready to be initiated.
