Project Summary:

Building Alliances for Local Advancement, Development and Investment – Capacity Building (BALADI CAP) is a 7+ year, USAID-funded program which aims to build the capacity of selected civil society organizations (CSOs) to manage and implement grants, foster increased citizen engagement with policy-makers and parliamentary committees, as well as support the continued development of 3 issue-based CSO advocacy networks and targeted advocacy initiatives on selected priority topics, in collaboration and partnership with selected local partners and governmental entities.

Position Summary:

MSI is seeking a full-time Senior Procurement Specialist to provide overall project procurement and property/asset administration services to the BALADI CAP project in Lebanon. The position will report directly to and work under the direct supervision of the Chief of Party, in close coordination and cooperation with relevant BALADI CAP staff and MSI’s home office project management and contract personnel as directed.

 

Specific responsibilities as Senior Procurement Specialist include:

Management of Procurements

Lead the design, filing, administration, implementation and close-out of all BALADI CAP project and activity procurements, including the issuance of RFQ/RFPs, ARMS, review and evaluation of applications, and execution of purchase orders or sub-contracts and modifications for the purchase of required goods and services.

Review procurement packages, including completion of checklists, purchase requisitions, quotations, justifications memos and other documentation to ensure that USAID and MSI policies are adhered to and the necessary quality checks and confirmations are done.

Prepare and review all necessary documentation required to ensure open, transparent and competitive procurement processes (e.g. TEC scoring, Neg Memos, LPTA pricing matrix, certifications, etc.), in compliance with all USAID and MSI policies, procedures and regulations.

Coordinate with BALADI CAP’s Vetting Specialist to ensure valid ATV and PIF vetting forms of partners and service providers, in compliance with USAID vetting requirements.

Coordinate with MSI’s home office and BALADI CAP’s Finance & Human Resource Manager to ensure proper and timely payments for all purchases and services provided.

Provide oversight, review and final close-outs and audits, including compliance of any audit findings, of all BALADI CAP procurement files during the course of the project, in preparation for project close-out.

​ Management & Control of Project Assets

Provide oversight and ensure effective implementation of the BALADI CAP Property Disposition Plan, including the updating of the asset/inventory list, reconciling the findings of any audit visits by USAID or MSI, and the identification, recording, transfer of titles, distribution and overseeing the final transfer or relocation of all project property back to USAID or to designated beneficiaries at close-out. 

Conduct final inventory and listing of all non-expendable goods and equipment worth USD $5,000 or more and with a shelf life of 2 years (including items purchased through a sub-contractor), for inclusion into the BALADI CAP Property Disposition Plan.

Support implementation of the Demobilization and Phase-Out Plan, including the distribution of assets, as directed by USAID.

Ensure that BALADI CAP’s property list is updated and that all properties are recorded, properly tagged and accounted for in the asset register.

 

Qualifications:

An undergraduate degree in business management, law, or a related field with relevant professional qualifications.  

A minimum of five (5) years of procurement experience, preferably in the management of USAID or other donor-funded projects.

In-depth knowledge of USAID procurement rules and regulations highly desirable.

Ability to work independently.

Attention to detail and strong organizational skills required.

Experience with Microsoft Word and Excel required.

Excellent written and spoken English required.
