Project Summary:
Building Alliances for Local Advancement, Development and Investment – Capacity Building (BALADI CAP) is a 6 year, USAID-funded program comprised of three components: Capacity Building Component (CBC), Civic Engagement for Democratic Governance (CEDG), and Civic Engagement Initiative (CEI). CBC aims to build the capacity of selected civil society organizations (CSOs) to manage and implement grants, while CEDG is building the capacities of municipalities and their CSO partners to strengthen citizen-municipality engagement in local policy and decision-making. In addition, CEI will support the creation of 3 issue-based CSO advocacy networks on select priority topics.

Position Summary:
MSI is seeking a short-term technical assistance (STTA) expert consultant to provide a rapid assessment/mapping of the major faith-based organizations in Lebanon. The consultant will work in consultation with and under the supervision and direction of BALADI CAP’s Chief of Party (COP).
Scope of Work:
The scope of work for the FBO mapping exercise will involve the following activities, but not limited to:
Design appropriate tools to guide data collection.
Conduct desk review on the active FBOs that are working in Lebanon and determine their legal status.
Conduct at least 5 key informant interviews (KIIs) with networks/international donors/CSOs working in the FBO sector in Lebanon for data collection purposes.
Prepare a matrix with detailed information on FBOs with their contact details, geographical operational areas, governance, management and resource structures, and related information.
Conduct an analysis of the data collected and use it to prepare a final report.

This STTA assignment is expected to generate the following written deliverable:
Final Report of the FBO mapping exercise shall include, but not be limited to, the following:
Executive Summary
Methodology and tools used
Summary of meetings and consultations conducted
A matrix table of at least 35 active and legal FBO organizations working in Lebanon, including:
Full name of each FBO
Contact information of the FBO and/or focal point (telephone number, mailing address, email address, and website, if available)
The religious community that the FBO serves
Name of the primary contact person within the FBO
Areas of work of the FBO (e.g. community services, refugee assistance, humanitarian aid, child care, support to vulnerable groups, etc.)
General description of institutional capacity of each FBO (number of staff, number of branch locations, amount of funding and projects, if available), as well as categorization of the FBO according to size and institutional capacity: small, medium, large

Qualifications:
An advanced university degree in social science, public policy, statistics, development studies, or other relevant field.
Minimum of five (5) years’ experience working with Lebanese faith-based organizations (FBOs) and networks.
Experience in conducting mapping exercises within Lebanon.
FBO project evaluation experience is a plus
Strong analytical and communication skills.
Strong organizational skills.
Ability to work independently and produce high-quality outputs in a timely manner.
Excellent written and spoken English required.
