Role purpose:

The main purpose of the job of the field coordinator is: To support in the implementation and quality assurance of the Increased Resilience of Young Women and Men in Tripoli and its surrounding, focusing on the delivery of Active Citizens and Social Enterprise components, and supporting all the admin procurement and financial operations of the project in compliance to the British Council and client requirements.

Geopolitical/SBU/Function overview:

Increased Resilience of Young Women and Men in Tripoli is a project funded by the British Embassy and it aims to continue to increase the resilience of young women and men in 6 areas at risk at different risks in Tripoli city and its neighborhoods including the Beddawi Palestinian camps.

With increased resilience the young women and men aged between 13 and 25 will be able to identify, explore and create positive opportunities. More focus this year will be given to strengthen their relationship with the different key stakeholders including security forces within their community and among other communities with whom they are in conflict, which will enable them to contribute to the social, political and economic development of their community and to take different choices in their lives.

Implementing Partners

For the community component: civil society organizations, NGO, INGO working in Tripoli, municipality and Chamber of Commerce and the Lebanese International University.

The post holder will spend 50% of his/her time in Tripoli on Field  and will work closely with the British Council team, mainly the Project manager and the SRO . S/he is required to demonstrate excellent relationship building for influence and community development project skills in conflict sensitive areas.

 

Main Accountabilities:

Project implementation & quality assurance

  • Ensure a proper on field delivery of the Active Citizens component in coordination with the project manager, team, CSOs and stakeholders of the project in Tripoli.
  • Support Active Citizens’ participants in identifying their SAPs and provide technical support during the ideation and implementation in a sensitive context and taking them into a social enterprise journey. 
    • Analysis & reporting: provide regular updates on Active Citizens progress against a range of criteria, as required by the client and in accordance with agreed British Council reporting protocols.
    • Identify opportunities for improvements to procedures and ways of working, based upon issues and situations experienced on the project.
    • Encourage an understanding of and sensitivity to youth development and youth vulnerability factors among community members and partners.
    • Work with social groups to support, monitor, and evaluate on going activities.
    • Ensure proper documentation in coordination with the project manager for the Active Citizens and Social enterprise applications, reports, and correspondences 
  • In coordination with the project manager, support in building the capacity of community partners and volunteers to facilitate and manage development plans focused on youth resilience. 
  • Work with social groups to support, monitor, and evaluate on going activities Facilitate relationship building and strengthen relationships and partnerships between existing groups in the community.
  • Follow up with technical specialists and other support staff (finance and procurement) is integrated into the effectively.
  • Re-assess situations and making on-going adjustments to program plans and management. 
  • Analysis & reporting: provide regular updates on project progress against a range of criteria, as required by the client and in accordance with agreed British Council reporting protocols.
  • Identify opportunities for improvements to procedures and ways of working, based upon issues and situations experienced on the project.
  • Use and clear understanding of computer system based tools (including SAP) for reporting and management information extraction.

Financial and resource management

  • Follow up on budgets for the Tripoli component and actively manage finances in line with British Council standards and processes.
  • Identify and control project risks with the project manager: adhere to BC Project Management methodologies and defined qualitative standards while delivering the project, to ensure quality and effective risk management are maintained at all times.
  • Compiling the monthly Report and quarterly report  and sending it to Project manager
  • Finalizing and delivering all arrangements within an agreed time frame.
  • Compiling needed data for financial reporting actual and anticipated expenditure in coordination with Project manager and Finance manager 
  • Ensure MCC, risks , issue logs are filled and shared in a timely manner with Project manager
  • Issue POs and ensure payments are charged against correct WBSs
  • Closely liaising with the finance team regarding vendors and payments to ensure accurate process is taken forward.  
  • Follow up and respecting deadlines in payments to vendors and suppliers  Issuing payments in compliance with British Council financial standards
  • Ensure effective financial management and procedure follow up by CSOs. 

Research-Monitoring and evaluation

  • Contribute to theory of change and results framework 
  • Review and input the M&E report
  • Identify and engage with key stakeholders for AC and SE component 
  • Organizes focus groups: support in the facilitation of meetings and focus groups (translation, notes taking, reporting etc…)
  • Ensure a good implementation of the resilience tool when used
  • Send input on a timely manner to the monthly and quarter report
  • Ensure proper documentation of stories and reports

Notes 

  • The post holder will understand and make decisions which are affected by to Equality, Diversity and Inclusion (EDI) legislation and policy. Additionally he/she will exploit opportunities brought by diversity and build them into all planning.
  • The post holder will understand the importance of child protection and ensure polices and processes are in place to offer maximum protection of young people at all relevant events and venues and ensure compliance with BC Child Protection policy.

Qualifications

  • University degree in related area: Community development, Social sciences, Business management, Administration, non-profit Management.  Or professional qualification.

Role Specific Knowledge & Experience:

  • Experience in community development, working with youth, working in divided communities and in Tripoli
  • Experience in Social Enterprise projects and good facilitations skills
  • Written and spoken English (C1 Level)
  • Fluent in written and spoken Arabic
