INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.

INTERSOS identifies with the core values of CONCORD, the European Confederation of NGOs; it adheres to international codes of conduct for humanitarian organisations and the values and principles expressed within those codes. INTERSOS is recognised by the Italian Ministry for Foreign Affairs, the European Commission and the principal UN agencies; it is privileged to hold an advisory status with the United Nations Economic and Social Council (ECOSOC).
INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices.

 

 

Job Purpose:

 

In coordination and under the supervision of the Head of Base, the Technical Advisor – WASH Engineer is in charge of providing technical oversight and instruction in the field for civil works/WASH construction activities, drafting and revising technical project documents, monitor the work implementation and ensuring the targets set by the Program Manager are met according to the set timeframe and the quality standards.

In addition, s/he will be specifically focused to address water and sanitation needs in the community in Lebanon and to assist in developing WASH program in Lebanon.

 

The Technical Advisor – WASH Engineer will play a key role in representing INTERSOS at key cluster meetings, consortium meetings and with the donors, and will liaise with Project’s Consultants, the Water Authorities, Municipalities as well as various NGO partners.

 

 

Generic Duties:

 

  1. Develop project strategies, tools and work plans appropriate to the local context
  2. Ensure that the activities are implemented on time and in a cohesive and integrated manner and in line with INTERSOS policies, tools, handbooks, MoUs and guidelines
  3. Maintain a positive working relationship with local counterparts and international partners
  4. In coordination with the Program Manager and the Deputy Project Manager, asses and collect all the data related to the WASH project in South Lebanon as well as to other WASH projects, in other areas of Lebanon if required
  5. Generate work plans to manage and implement delegated projects activities and tasks in line with the comprehensive execution plan, MoUs, WASH standards and requirements to ensure high technical quality.
  6. Supervise and monitor the all WASH related construction/rehabilitations activities at field level, ensuring they are implemented conforming to the plan and the quality standards
  7. Identify, analyse and evaluate processes, gaps and bottlenecks in the implementation of activities and make recommendations for improvement.
  8. Elaborate project’ activities reports using the appropriate tools and templates
  9. Collaborate, if requested, with the Deputy Project Manager and the Program Manager to the project’s budget revision.
  10. Liaise and collaborate with relevant local authorities, consultants, municipalities and partners
  11. Ensures compliance.
  12. Ensure that the project’s targeted beneficiaries are not harmed where the protection policies are being applied and respected through the whole duration of the project implementation.
  13. Prepare accurate records of the project activities and ensure all information archived and available on time.
  14. Participate to sector meetings at local and national level, to the Consortia meetings and to the meeting with local authorities.
  15. Perform other related duties upon request to support the project team and the project implementation process;

 

 

 

 

Specific Duties:

 

  1. Participate in community consultations in order to better identify the communities’ needs;
  2. Carry out (participate) in Technical assessments at field level;
  3. Contribute to the Tender Dossier Redaction;
  4. Review technical designs and specification and BOQS;
  5. Perform site supervision and inspection of the works during execution and at completion;
  6. Prepare regular report on the progress of construction for the assigned sites
  7. Ensure that works are complete as per work plan and schedules
  8. Ensure safety procedures and rules are respected in the field by all workers
  9. Resolve the conflicts on construction site and report it to the Deputy Project Manager and to the Program Manager
  10. Supervise the hand-over of the WASH infrastructure to SLWE and to local municipalities
  11. Work closely with the Municipalities, community leaders, local authorities and Technical Partners to ensure that the facilities built or rehabilitated are correctly operated and maintained after completion of works
  12. Ensure the good respect of working conditions while in office or in the field in line with the INTERSOS code of conduct and standard operating procedures
  13. Contribute to the supervision and control of expenses related with the technical activities of the project
  14. Participate in the budget revision and amendment if requested
  15. Liaise with other departments and give support when needed.
  16. Participate in staff training, helping to build technical capacity of staff, operators and partners in the area of WaSH
  17. Contribute to the project reports’ drafting
  18. Contribute, in coordination with Programme Manager, programme staff and consortium partners, to the revision of the yearly work and performance plans to ensure long-term and short-term priorities are on track
  19. Contribute to the implementation of a common monitoring, evaluation, and learning system among all partners and analyse the technical data it generates to inform project management
  20. Participate to the Consortium Technical Meetings
  21. Help to develop and execute context-specific solutions to improve collaboration, coordination and performance
  22. Under the guidance of the Programme Manager, actively coordinate with other stakeholders in WaSH sector in South Lebanon
  23. In coordination with the Program Manager, participate to the WASH working group meetings, to the meetings with local authorities and to the WASH national working group meetings, if required.
  24. Liaise with external actors: local authorities, local partners, international NGOs, etc.) and ensure participation and good relations.  
  25. Respect the security rules specified in the mission and base security plan
  26. Communicate to the Program and to the Security managers of the working location any security related information or noncompliance with the security plan.
  27. Support the identification and design of new WASH proposals in the country
  28. Any other task not here listed and necessary to the projects achievement in the sector and area of assignment.

                                         

    Competencies: (Knowledge, Skills & Abilities)

     

    Professional Competencies:

    • Knowledge of humanitarian context and NGO principles
    • Minimum 5 years of relevant work experience (of which minimum 3 years of responsible supervisory infrastructural works experience including technical advice, direct supervision of professional and support staff and assembling teams and consortium and working on multi-faceted international development programs)
    • Minimum 1 year of project management experience in the development sector, preferably WASH.
    • Previous working experience in Consortia with international partners, local institutions, and local actors, including local NGOs and CSOs/CBOs is an asset;
    • Previous experience with INTERSOS is an asset.
    • Knowledge of participatory approaches and tools to community planning, monitoring and evaluation, assessments, design, implementation, reporting, and data analysis.
    • MS Proficiency (Microsoft Word, Excel, outlook...) in addition to proficiency in Autocad, WaterCad, GIS.
    • Valid Driving License of more than 1 year.
