ORGANIZATIONAL CONTEXT

Eight years into the Syria crisis, Lebanon remains the country hosting the largest number of refugees per capita, with nearly 950,000  Syrian refugees registered with UNHCR, about 20,000 refugees of other origins - mostly Iraqi - and Palestine refugees under UNRWA’s mandate.  There are no formal camps for Syrian refugees in Lebanon, and refugees are living in hundreds of communities and locations across the country. 

The refugee response is led by the Government and UNHCR and UNDP, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 150 UN agencies, national and international NGO partners [over 150 actors, including UN agencies, national and international NGOs and Ministries] in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and vulnerable Lebanese communities. The Lebanon Chapter of the Response Plan falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component.

The UNHCR operational response in Lebanon is one of the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. The Office has grown substantially in the past years and is currently operating with around 650 staff. Aside from the country office in the capital city of Beirut, UNHCR has field offices in Mount Lebanon, Qobayat, Tripoli, Tyre and Zahle.

UNHCR is currently reviewing and refining its Global Fleet Management (GFM) function, which is based in Budapest, Hungary. As part of the review, vehicle booking and sharing has been identified as a priority for future development. UNHCR Beirut has taken the lead in providing an innovative solution to the booking and use of the local UNHCR vehicle fleet. UNHCR Beirut has proposed the creation and use of a car-pooling platform in the entire UNHCR Lebanon Operation. UNHCR Lebanon has been chosen as the pilot country for the platform due to the proactive and solutions-oriented approach of the office, the fleet size and utilization rates of UNHCR Lebanon, the geographical scope and the infrastructure of the country. The pilot period will serve to determine the validity and feasibility of the car-pooling platform. UNHCR Beirut is currently looking for an intern to assist with the new project during the pilot period.

Under the direct supervision and guidance of UNHCR Fleet Manager in Beirut, the intern is expected to have the following duties and responsibilities.

 

FUNCTIONAL STATEMENT

  • Assist Fleet Manager in data collection and analysis of new e-Booking Application
  • Provide support for Dispatchers, Drivers and colleagues with use of e-Booking Application
  • Monitor that the required location zones are created in the system and create them as needed
  • Answer general queries by email, telephone or in person about the e-Booking Application
  • Ensure that all Drivers are using RFID cards on a daily basis
  • Insert information of new colleagues into e-Booking Application
  • Report any bugs or problems with e-Booking Application to the Fleet Manager
  • Assist the Fleet Manager to train users on e-Booking Application
  • Liaise with Dispatchers in the field offices on a weekly basis for updates and information sharing
  • Any other fleet management tasks as required
