About the USAID-funded Lebanon Community Support Program (CSP)
The Lebanon Community Support Program (CSP) is a 7-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Bekaa regions.

 

Objective of the Expression Of Interest (EOI)

This request for EOIs is intended to help CSP pre-identify individuals and firms that may be hired to engage in specialized consulting work for CSP in the future. Being a ‘pre-identified consultant’ is not a guarantee for work with CSP; rather it means that interested consultants may become part of a short-list of consultants who may be contacted and considered to provide targeted assistance to CSP as specialized needs emerge.

Scope of Work

Individual consultants and firms will support CSP in different sectors and technical areas.

Below is an illustrative list of areas of expertise that might be required (kindly write the Area Of Expertise that you are applying for in the email's Subject):

  • Economic feasibility studies for small, medium enterprises (SME), cooperatives, or farms
  • Local economic development plans for municipalities
  • Technical assessment, design, and capacity building in:
  • Water and wastewater management
  • Alternative energy – solar energy
  • Urban planning
  • Agricultural production
  • Agribusiness:
  • Processing
  • Transformation
  • Marketing
  • Food Safety
  • Solid waste management
  • Ecotourism
  • Public Education
  • Income generation and job creation (livelihoods)
  • Community engagement and consensus building for collective action
  • Systems-based approaches to conflict and development
  • Conflict analysis
  • Design of conflict transformation, stabilization, and peacebuilding initiatives
  • Other related development sectors
  • Organizational capacity assessments
  • Local revenue generation/fee for service
  • Human resource processes and management
  • Economic feasibility assessments
  • Public financial management
  • Adult learning techniques

Eligibility Criteria

Interested individual consultants shall have the capacity to enter into a short-term technical assistance (STTA) contract and shall have a satisfactory performance record and record of integrity and business ethics. Applications from consulting firms will be considered as per CSP’s subcontracting procedures, and will be directed to our subcontracts team.

Eligibility requirements for individuals:

  • Must have at minimum a bachelor’s degree; masters preferred in a technical area of interest
  • For junior consultants, at least five years of demonstrated relevant experience in the suggested sector or area of expertise
  • For senior consultants, at least 10 years of demonstrated relevant experience in the suggested sector or area of expertise
  • Experience working in Lebanon’s local communities required, with experience working in vulnerable and unstable communities preferred
  • Previous donor experience preferred
  • Ability to work independently with minimal direction
  • Strong English reporting writing skills
  • Ineligible Consultants:
  • Government employees.
  • Individual consultants or firms that appear on the List of Parties Excluded from Federal Procurement and Non-Procurement Programs. The list can be found at http://epls.gov.
  • Eligibility requirements for firms:
  • Must be legally registered
  • Must provide proof of least five or ten years or relevant experience of proposed consultants in the suggested sector or area of expertise

 

Submittals for individual consultants:

  • Curriculum Vitae
  • Copy of Passport or National ID
  • Past work experience schedule stating assignment title, a brief description of the assignment, client name, the value of work done (preferable per day) and point of contact
  • Three (3) references (references listed should be from supervisors or other individuals who reviewed the consultant’s completed work)
  • A copy of the highest awarded education certificate
  • Daily consulting rate requested
  • Submittals for consulting firms:
  • Legal and MOF registration

Curriculum Vitae of key personnel or staff that will lead the consulting effort, including education certificates and copy of passport or national ID

Past work experience stating assignment title, a brief description of the assignment, client name, the value of work done (preferable per day) and point of contact

Three (3) references (references listed should be from supervisors or other individuals who reviewed the consultant’s completed work)

Daily consulting rate requested or pricing table
