National Project Officer (Community Stabilization)

Under the overall supervision of the Head of office and direct supervision of the Emergency Response and Stabilization Coordinator, the incumbent is to participate in the design and support effective implementation and monitoring of Emergency Response and Stabilization activities. In particular, he/she will perform the following duties:

• Undertake day-to-day oversight and management of community stabilization programming, including liaising with inter-agency, and coordination with implementing partners, project stakeholders and community representatives; while ensuring regular reporting and provision of program updates to donors and IOM as required.
• Provide guidance and technical support to staff involved in community stabilizations, to ensure that goals are achieved and services delivered in a timely and efficient manner.
• Collaborate closely with the international humanitarian and development community, existing and potential donors, and local government counterparts; ensure that project activities are carried out in line with agreed work plans and programme strategies.
• Assist the Emergency Response and Stabilization Coordinator in planning, developing and monitoring operations and ensure that implementation is in line with IOM standards and national policies and strategies, and as needed propose solutions to address issues in programme implementation.
• Conduct monitoring visits to ensure adequate implementation of the community support interventions; and provide inputs into the overall monitoring and evaluation system.
• Work with field teams to identify potential implementing partners and consultants and develop agreements in coordination with the procurement unit as required;
• Design community needs assessments and the identification of areas experiencing tensions and instability as part of community stabilization programming
• Assist in coordinating the ongoing assessment, registration, implementation and monitoring of displaced communities/Lebanese Returnees and participate in designing response programmes to identified needs.
• As required, draft periodic program reports and summaries required for internal and external dissemination. (Situation reports, etc.…)
• Perform any other duties as may be assigned by supervisor
