A. Required qualifications, competences and experience
Qualifications

  • Master/MSc in an area relevant for HLP rights of refugees and IDPs (law, surveying, land administration, political sciences, social sciences, economics, or similar)
  •  
  • Professional experience
  • minimum 8 years of professional experience on governance issues in the Syrian context.
  • minimum 3 years of experience in developing partnerships and networks.
  • previous experience in working with international organizations, ideally with the United Nations agencies is an advantage

 
Other knowledge, additional competences

  • native Arabic speaker and fluent English language skills
  • excellent working knowledge of standard office applications (MS Office)
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • excellent interpersonal skills, intercultural skills and advisory skills
     

B. Responsibilities
The Technical Advisor is responsible for

  • providing support in establishing a network of HLP experts on Syria (and beyond) that can be mobilized to analyse legal issues and provide input to policy dialogue;
  • providing advice to the Project Director and the project team on partner organisations who are working in the field of HLP rights, civil documentation and advocacy in Syria and in the neighbouring countries to Syria;
  • liaising with relevant actors based in Lebanon and Jordan on a regular basis and explore/maximize synergies of interventions to maximize impacts for beneficiaries;
  • advising on the conceptualisation and roll-out of awareness campaigns (through various media) on HLP rights of Syrian refugees in Lebanon and Jordan and IDPs.
  • providing advice in assessing the evolving situation, actors and beneficiaries inside Syria and in Syrian refugee communities in Lebanon and other neighbouring countries to Syria;

 
The Technical Advisor performs the following tasks:

Advising the partner institution(s)

The Technical Advisor

  • assists in developing and implementing measures to create a network of HLP experts to be mobilized for advice and policy dialogue
  • assists in the conceptualisation and implementation of communication activities and appropriate communication channels to address the specific needs and interests of beneficiaries regarding their HLP rights (e.g. news, social media, audio-visual communication, etc.) with a particular focus on refugees in Lebanon and Jordan
  • monitors the implementation of measures and activities of partner organisations funded or supported by the project in Lebanon and Jordan
  • supports the team in the establishment and supervision of financing/grant agreements with relevant partners for implementing activities in Lebanon and Jordan;
  • supports the design, preparation and implementation of complementary capacity development measures (workshops, seminars and other events) related to securing and documenting HLP rights
  • assists in developing and implementing appropriate quality assurance measures and suggests necessary changes, improvements and initiatives
     

Networking and cooperation

The Technical Advisor

  • supports cooperation, regular contact and dialogue with partner organisations, including international organisations, non-governmental agencies and individuals in the project environment, and with other GIZ projects
  • supports networking activities and peer-to-peer exchange of experience and information between partner organisations
  • assists in the cooperation and coordination with other international organisations or projects working on HLP rights, in particular through the Technical Working Groups (TWGs) under the UN Protection Cluster and specific donor groups in Beirut and Amman.
     

Knowledge management

The Technical Advisor

  • keeps abreast of the situation and needs of IDP communities inside Syria, of refugees in Lebanon and Jordan
  • compiles and analyses publications, reports and other documents on issues relevant for HLP rights in the context of the Syrian conflict
  • Identifies potential high impact research to be funded/carried out
  • assists in conceptualising and preparing material, hand-outs or other tools for awareness-raising, information and advice on how to document HLP rights
  • contributes to project reports and documentation, such as annual progress reports, and other reports upon request by the Project Manager and / or GIZ Head Office

 

Coordination tasks

The Technical Advisor

  • assists in the coordination of project activities of partner organisations
  • assists in coordinating the services of consultancy firms and individual experts, and other contractors (contracting, supervising and follow-up, acceptance, etc.)

 

Summary Description of the Project

As a result of the Syria conflict more than 13 million Syrians (about 61.5% of the country’s pre-war population) have fled their homes. More than 5.6 million of them live as refugees in the neighbouring countries of Syria, and more than 6 million people are internally displaced. Although reliable figures are lacking, at least a third of these refugees and internally displaced persons (IDPs) are estimated to have rights to land and property at their places of origin. The majority of these people want to return home as soon as the security situation permits.

Even before the outbreak of the conflict, land administration and tenure in Syria were characterized by overlapping systems, and by inconsistencies in legal regulations and property registration. The massive growth of informal settlements at the fringes of the country’s urban centres in the decades prior to the conflict, where the majority of residents lived without formal documents to proof their tenure rights, was one of the root causes of the conflict. But even where property ownership was registered, this was often only done in the name of an older male family member and passed on within the family without changing the original title deed. Many property owners, particular women, therefore do not have title deeds in their names.

The conflict has further aggravated these problems. Many property documents and cadastral records have reportedly been lost, stolen or destroyed during the conflict. Moreover, recent legislation and planning initiatives for reconstruction of the Syrian government threatens and hampers the possibilities to return and the right for a restitution of properties for refugees and IDPs.

For the many refugees and IDPs, who never had legally recognized rights of ownership, possession or use, or whose corresponding evidence was lost or taken away during the flight, it will therefore be difficult to repossess their former homes, houses, workshops or shops, and to build new livelihood perspectives. In particular, widowed women as household heads and orphans are confronted with serious challenges in with regard claiming their heritage and property rights.

Against this backdrop, the German Federal Ministry of Economic Development and Economic Cooperation (BMZ) has commissioned GIZ to implement a project that addresses the challenges of the HLP rights of Syrian refugees and IDPs.

The project objective is to provide support to secure the claims of Syrian refugees and IDPs to their housing, land and other properties (HLP). In order to achieve the project objective, the project will work on three main outputs:

Contributions to the international discourse and debate on HLP rights
The projects’ approach focuses on strengthening the knowledge of Syrian IDPs in opposition-held areas and of refugees in host countries (e.g. Turkey, Jordan, Lebanon, Germany) with regard to the documentation of evidence of property and other tenure rights, and on providing mechanisms for the documentation of those claims. Additionally, the networking of Syrian IDPs and refugees as well as Syrian legal experts will be supported.
The project is commissioned for a period of 2 years and 6 months (from 08/2018 to 02/2021).
