Position Responsibilities

  • Facilitate program implementation, administration, and operations, including management of office space, information technology, information security, logistics, property, vehicles, equipment, and database functions;
  • Implement practices necessary for compliance with Foreign and Commonwealth Office (FCO) vetting practices and procedures when acquiring supplies, services, or equipment;
  • Investigate, identify and advise the team regarding new ways of achieving project operational efficiencies, including developing critical relationships and building networks with public and private sector organizations, vendors, suppliers, and individuals;
  • Identify gaps in internal controls or other compliance and operational areas and propose corrective actions for management actions;
  • Coordinate with Program Managers to ensure compliance and that needs are being met.
  • Provide leadership and guidance to operations and procurement staff through supervision and by clearly identifying key roles and responsibilities, setting individual target objectives, giving constructive performance feedback, and ensuring the right tools, training, and resources are in place for success.
  • Assist in planning the use of human resources.  In coordination with the project director, oversee placement of required staff as well as conduct new hire orientations.
  • Assist implementing partner organizations by providing interpretations of FCO and FHI 360 guidelines as they relate to operations and procurement policies.
  • Work with procurement as well as technical staff to ensure the correct procedures are followed in the purchase of goods and services and that actions are conducted in a highly efficient manner by promoting proper planning well in advance of upcoming activities.
  • Interact regularly with project leadership to provide updates on the organization's implementation/operations status and resolve any problems or issues associated with operations.
  • In collaboration with the Finance Manager, review project spending vs. budget regularly to maintain expenditure controls aligning budgets to technical and operational activities.
  • Provide training and support to program staff and partners on policies, procedures, and requirements relating to operations issues.
  • Other related duties as assigned or deemed necessary by the project Director
  • Lead the recruitment, selection and hiring process which include but not limited to, advertising vacant positions, screening CVs, shortlisting and conducting interviews
  • Arrange orientation of new staff and exit process for terminated staff
  • Responsible for Employee/Personnel file record maintenance and updates

Minimum requirements

  • BS/BA or its International Equivalent in management, humanities, or a related field
  • 5-8 years hands-on program management and direct supervisory experience with ability to lead and mentor staff;
  • Experience with FCO rules and regulations and experience working in an international NGO environment desirable
  • Excellent and demonstrated organizational and planning skills
