HR Officer

Position Responsibilities and Duties: Assist in the achievement of ANERA program objectives with the facilitation of recruitment, remuneration, staff development issues and capacity building in the Human Resource Development and employee separation.
Responsibilities and Duties:
- Assist in review current HR policies and practices, identify challenges in current HR systems in consultation with Lebanon Deputy Country Director and suggest improvements if needed.
- Manage the recruitment of national staff
- Adhere to the standard recruiting policies and procedures in accordance with ANERA’s personnel manual and labour law and that fair and equitable selection and compensation decisions are made during recruitment process.
- Ensure ANERA Lebanon personnel policies strictly adhere to the Lebanese Labor Law as applicable.
- Maintain a tracking system for staff leave
- Assist in staff performance management and ensure that employee performance evaluations (annual and probationary) are completed as scheduled
- Update all staff relevant job descriptions and maintain and up-to-date organizational chart.
- Maintain annual holiday schedule and make sure that staff are appropriately informed.
- Oversee the monthly submission of timesheets for all staff including collection, review and train new staff on timesheet completion and submission procedures.
- Maintain personnel files as per ANERA’s policies and as stipulated by Lebanese Labor Law.
- Ensure an adequate on-boarding orientation and induction program is being implemented and is adhered to
- Assist in performing and managing retention, job rotation and HR succession planning.
- Advise staff on ANERA Lebanon’s HR policies and procedures
- Assist the Deputy Country Director in identifying and/or arranging for trainings and/or other human resource development activities
- Oversee the clearance of terminated/resigned employees, as per ANERA policies and procedures.
- Participate in hiring, disciplinary and termination meetings with program staff in accordance with ANERAs’ rules and regulations.
- Maintain confidentiality of staff personnel issues including disciplinary procedures and other information.
- Seek advice from ANERA’s legal advisor and follow up on all official personnel related matters.
- Support staff in preparation and pursuit of their personal/career development plans.
- Coordinate with ANERA Headquarters HR Working Group and seek advice as needed.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to ANERA and to not jeopardize its humanitarian mission.
- Ensure that everything in HR Department is in compliance and aligned to ANERA’s mission, vision, rules and regulations and Lebanon Labor Law.
- Other duties as assigned.
Required Qualifications
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
- Bachelor’s Degree (Master’s Degree preferred) in HR management or equivalent.
- 4 to 7 years demonstrated expertise in HR management.
- Demonstrated experience in MOF, MOL, NSSF processes and procedures, Lebanese Labor Law.
- Strong knowledge in developing policies and procedures related to staffing and employment. (INGO experience is preferred)
- Excellent organizational and teamwork skills required.
- Outstanding leadership and communication skills
- Fluency in written and spoken Arabic and English required.
- Must have deep respect for the potential of young adults.
- Computer literacy in data processing (Microsoft Word), spreadsheet (Microsoft Excel), E-mail, and Internet browser software.
- Excellent time management skills with a demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently
- Strong analytical, organizational, and strategic planning skills with an ability to think critically and creatively
- Good training and capacity building skills
- Excellent interpersonal skills, including patience, diplomacy, willingness to listen, and respect for colleagues. Experience directing large teams and empowering others to lead
