Communication Specialist
Objective of the project
LAU’s Arab Institute for Women (formerly known as IWSAW) is currently searching for a Communication Specialist to support in the renovation of the Human Rights Network (HRN) website within the context of the project “Coordination and Support for the Human Rights Issue Network.”
This project is funded by the United States Agency for International Development (USAID) for the purpose of supporting and promoting “issue networks” of Civil Society Organizations, around several advocacy issues such as enhancing leadership skills of women and adolescent girls through economic empowerment and capacity building.

The service provider may be an individual independent consultant or company
Required qualifications and experience
The service provider is expected to meet at least the following requirements:
a. A degree in Computer Science or any other relevant field.
b. At least 5 years of experience in web development
c. Experience Building User Interfaces and Prototypes from Wireframes and Designs
d. Hands on Experience in HTML/CSS/JS and Other Front-End Technologies
e. Hands on Experience in PHP and other server-side Technologies
f. Extensive knowledge in MySQL databases.
g. The ability to manage a complex range of tasks and meet deadlines
h. Excellent communication and presentation skills
i. Professional working knowledge of English and Arabic is required
j. Excellent coordination and team work skills
Deliverables
- Renovate the existing HRNLebanon.org website
- The web developer shall submit a newly renovated website following amendments delivered by AiW/ HRN
- Reorganize the existing content and upload new content delivered by the Human Rights Network(HRN)/ The Arab Institute for Women (AiW)
- Renovate the website so it is user friendly
- Customize CMS (Content Management System) and add/update features as discussed with the HRN members/ AiW
- Make sure the forum is functioning and user friendly
- Deliver the exact requirements and update everything to the existing hosting servers
- Up to 8 working days
How to apply
Proposal Format:
The offeror is expected to submit two proposals:
- A technical proposal in PDF format covering at least the following:
- Individual portfolio, reflecting past performance under other projects relevant to this assignment;
- Synopsis of relevant work, if any
- An implementation approach to ensure success
- A detailed timetable with clear milestones to ensure timely delivery not exceeding the maximum allowable time limit;
- A financial offer in PDF format duly signed, dated and stamped by the service provider, with detailed cost breakdown per deliverable covering the following details:
- Filled-in bio-data sheet (attached)
- The proposal must be in a separate document than the technical proposal. The financial offer must be made in US Dollars. All taxes must be presented distinctly and clearly.
- The financial offer need to present each group of activities/ deliverables separately and clearly and indicate clearly the number of days required
- No overheads are allowed and only individual consultancy costs are accepted
- All financial offers must be valid for at least 90 days post submission to LAU.

Proposals must be made in English to [email protected] with the title “Communication Specialist” in the subject line. The deadline to receive proposals is March 8, 2019.
Only shortlisted candidates will be contacted for a meeting before a final decision is made. Proposals received after the deadline will be automatically rejected.
Final selection will be based on the company or individual’s merit, meeting the minimum requirements, timeline, and overall fees.
LAU reserves the right to make no award, or segregate tasks and deliverables into multiple smaller awards if needed.
LAU reserves the right to cancel some activities if so determined prospectively by LAU.
