Tender 369 - 2 years agreement for Technical Engineering Assistance

Mercy Corps seeks a qualified registered engineering firm to develop tender specifications, participate in the tender committee to review and score the technical bids and provide regular follow-up during the installation of projects with final approval that works have been submitted. The required tasks to be performed may be as follows (but not limited to):

  1. Conduct Site Visits

Conduct site visits to different areas across Lebanon. Findings from the visit will be reported in an assessment report to be submitted to Mercy Corps. Approximate budget set for the works needed will be shared with the service provider by Mercy Corps team.

 

  1. Develop Tender Documents

After completing the assessment, the service provider will support in the development of tender documents for the required works. The tender documents include a bill of quantities (BoQ), tender evaluation criteria and submittals, and any other relevant documents needed for the tender as to be identified by the service provider.

 

  1. Review Bids

The service provider will provide technical support in reviewing submitted bids to help with the selection of a service provider.

 

  1. Supervise Installation

The service provider shall conduct site visits during the construction/ implementation phase to supervise the installation and improvement of the implemented works.

 

Deliverables

 

  • Assessment Report including detailed Specifications, drawings, BoQs to be submitted in soft copy editable versions (excel, word) and PDF.
  • Drafts for tender documents
  • One service completion report once a project is finalized

 

Knowledge and Experience

  • Previous and verifiable experience (at least 5 years) in similar projects. Working with INGO’s or International donors is a plus.
  • Proven experience reviewing technical bids
  • Excellent interpersonal and written communication skills
  • Excellent English and Arabic skills
  • A graduate degree or equivalent in a relevant field such as engineering, environmental sciences

A non Mandatory Q&A session will be held on 25 Feb 19 at 11:00 AM in Mercy Corps Offices in Ashrafieh.

Bids must be submitted back in sealed envelopes to Mercy Corps Beirut Office on or before 28 Feb 2019 at 4:00 PM the latest.

Only bids submitted in prescribed form will be considered.
