Deputy Finance and Administration Manager (EMS Department Deputy Administrator)
Essential Responsibilities and Duties
1. Participate and contribute to the overall EMS strategy planning and monitoring
2. Facilitate the development of an annual overall budget and project/programme budgets
3. Provide periodical reports to the Assistant Director regarding financial and operational issues for projects
4. Monitor all EMS budgets and support the project/programme managers in monitoring and reporting on the budget
5. Oversee the EMS equipment management system
6. Oversee the IT & Telecommunications functions in EMS
7. Oversee Fleet Management and optimization in EMS
8. Manage all procurement for EMS in coordination with the LRC procurement department
9. Control and monitor the operations and project expenditures and cash flows
10. Assist the administrator in collecting and analyzing operational and financial data from within EMS department in order to produce detailed reports and cost analysis
11. Provide input osn partnership/funding agreements and ensure that terms are respected
12. Propose, design and implement financial management policies and procedures
13. Follow-up on accounts payable and payments with the main Accounting and Finance Department (LRC HQ)
14. Follow-up on pending procurement orders
15. Assist in the preparation of periodic operational financial and narrative reports for partners
16. Coordinate with funding partners and provide support and information as needed
17. Join the Assistant Director for Administration in regular meetings with the admin team and follow-up on assigned tasks with relevant staff related to Finance, Equipment, IT, Telecoms, or Fleet
18. Support and replace the Assistant Director in managing the Administration team as required
