1.1 Introduction

Euromed Feminist Initiative IFE-EFI is a policy network that provides expertise in the field of gender equality, democracy building and citizenship, and advocates for political solutions to all conflicts, and peoples´ rights to self-determination. EFI encompasses women’s rights organizations from the two shores of the Mediterranean and seeks to correct the gender power imbalances through ending discrimination and oppression of women and bringing about positive change for the whole society. EFI Headquarters are in Paris, with offices in Amman, Beirut and Erbil.

Starting from 1st of September, EuroMed Feminist Initiative is implementing a two-year multi-country project “Strengthening access to protection, participation and services for women refugees, Internally Displaced People (IDPs) and women in the host communities in Lebanon, Iraq and Jordan”. This project is funded by the EU Regional Trust Fund in Response to the Syrian Crisis, the EU MADAD Fund. The overall objective is to improve the livelihood, agency and legal and social protection for Syrian women refugees, IDPs as well as for women in the host communities in Lebanon, Iraq/Kurdistan Region – Iraq (KR-I) and in Jordan.

For the purpose of the project, EFI has built in Lebanon, Iraq KR-I and in Jordan consortia with credible and experienced national and international organizations: In Lebanon with Care International Lebanon, Legal Action Worldwide (LAW) and Lebanese Women Democratic Gathering (RDFL); in Iraq with Baghdad Women’s Association (BWA) and Women Empowerment Organizations (WEO), and in Jordan with Business Development Centre (BDC) and Tamkeen.

1.2 Objectives of the Project

The overall objective of the project is to improve the livelihood, agency, legal and social protection for Syrian women refugees, IDPs and women in host communities in Lebanon, Iraq / KR-I and Jordan. The project seeks to bring to policy level the immediate needs of the most vulnerable women, combining emergency response with development of long-term capacities.

This will be achieved through a two-pronged approach: on the one hand the immediate needs will be addressed by provision of comprehensive and accessible services, supported by community outreach in Lebanon and Iraq / KR-I, and through provision of decent work opportunities in Jordan; on the other hand, the action will support sustainability of achievement in the field of gender equality on both local and national level, beyond the emergency response.

Inclusive, long term development in the three countries will be supported through enhancing the engendering of policies and strategies in general and on the crisis response in particular, by linking them. Development will occur more broadly on the national policy level, by enabling the establishment of the National Gender Observatory in Lebanon, supporting the implementation of National Action Plan for UNSCR1325 (NAP1325) in Iraq and creating an environment that will favour improvement of women’s employment and career development in Jordan.

Comprehensive approach and cross sector activities will contribute to bridging the gap between the realities of women in the local communities, national policies and international women’s rights mechanisms.

 

The specific objectives of the project in Lebanon are:

1. Security and resilience for Syrian women refugees and women from host communities is enhanced through supporting and coordinating comprehensive and structured services and referral mechanisms

2. National institutions, policy frameworks and legislation are more gender sensitive and gender equality and empowerment are sustainably enhanced.

 

The expected results are:

1.Women have greater and safer access to comprehensive multi-sectoral services - legal, psychosocial, SRR, GBV related services

2.Syrian women refugees and women in host communities are empowered with better knowledge of their rights and access to protection

3.Institutional capacity, awareness and cooperation are enhanced to mainstream gender in national policies and address discriminatory legislation

4.Public awareness and support are strengthened for women’s rights, zero tolerance on GBV, and for change of discriminative legislation

The project pioneers in Lebanon a comprehensive service provision to victims and survivors of violence in 12 centres of the Ministry of Social Affairs and 4 centres at RDFL as well as establishing a National Gender Observatory hosted by the Office of Minister of Women´s Affairs.

The specific objective of the National Gender Observatory is enhancing the institutional capacities and cross-sector coordination mechanisms to ensure that Government of Lebanon’s (GoL) Syrian crisis response is gender-sensitive.

 

2.SCOPE AND SPECIFIC OBJECTIVES

2.1 Scope of work of the Observatory – Reference: Annex 1

A National Gender Observatory will be created to engender crisis response, mainstream gender in national policies and address discriminatory legislation. The Observatory will focus on specificities of the Syrian crisis response and will create a partnership with researchers, research centers, Ministries and international and national organizations to comprehensively describe and analyze gender gaps in the response to the Syrian crisis, and will propose alternatives for changes that are needed to engender and therefore improve policy and practice.

The Observatory will be a structure dedicated to gathering and analyzing data from a gender perspective in order to constitute a fundamental tool to monitor the status of women and consequently promote actions for change. Gender sensitive policy is depending first on gender sensitive data collection, and lack of such always hampers any credible advances in the field of gender equality.

EuroMed Feminist Initiative will provide technical support to OMSWA to host the Observatory in order to develop the methodology for gender-based data collection and to manage its activities. For this purpose, EFI hired an international consultant to provide support in establishing the Observatory and ensure the fulfilment of its mission.

 

3. The Overall Responsibility of the Survey Researcher

EFI is hiring a Researcher Administrator/a survey researcher with the following responsibilities.

Under the supervision of the Researcher, the survey researcher will be responsible to develop and coordinate surveys and analyze and summarize the results.

 

4.The roles and responsibilities of the Survey Researcher.

 

  • Conduct background research on survey topics
  • Do literature reviews

 

  • In coordination with the researcher, plan and design surveys and determine appropriate survey methods

 

  • Assist in developing data bases

 

  • Develop a test phase to check the relevance of the tools and advise on eventual changes

 

  • Coordinate the work of survey interviewers and data collectors

 

  • Account for and solve problems caused by non-respondents or other sampling issues

 

  • Analyze data using statistical software and techniques

 

  • Summarize survey data using tables, graphs, and fact sheets

 

  • Report to the researcher on each phase of the process

 

 

5. Team Collaboration

The Survey Researcher works at the Office of Minister of Women´s Affairs in close collaboration with the International Consultant and the Researcher, hired by EFI. The Research Administrator will collaborate with EFI Country Manager and with EFI’s Executive Director. The EU Delegation to Lebanon and EU Madad Fund will also be associated in all actions of the Observatory.

 

6. Positioning Requirement

The Survey researcher will be working 240 days during the two years of the project distributed as following to be determined according to the work schedule and in collaboration with the consultant.

 

 

7. Skillset

 

  • University degree in social sciences. Good knowledge of surveys method.
  • Two to five years’ experience in the survey sector
  • Knowledge and understanding in gender issues and of the situation and challenges in the MENA region.
  • Knowledge of women’s rights, international law, including human rights, humanitarian law, criminal law and regional and international human rights mechanisms.
  • Professional competence and mastery of qualitative and quantitative research methods.
  • Knowledge of statistical procedures.
  • Mastery of Microsoft Word, Excel and PowerPoint. Knowledge of data visualization software, such as dashboard and tableau is a strong asset.
  • Excellent written and oral communication in English and Arabic is essential.
