Our Team

Oxfam in Lebanon is increasingly working at local, national and international levels to improve the protection of civilian populations in situations of insecurity and displacement. The TCA assistant will be part of Oxfam’s efforts to bring about improvements to the safety of civilian populations in Lebanon, as well as local and national change in the protection framework applied to refugees and to civilian populations.

Job PurposeTo support the team in identification of cases eligible for cash assistance, ensuring proper follow-up with beneficiaries and their families, coordinating with partners, social development centres (SDC) and with service providers (e.g liban post), and to ensure accurate documentation of cash assistance, all in the framework of the DGD and AFD funded protection and cash project in Tripoli.

Key relationships/interactions:            Project Manager, Senior Project officer, Humanitarian Coordinator; EFSL coordinator; Protection policy advisor, Economic Justice Coordinator, partner and SDC staff, Liban Post

Screening checks:                             This role will be subject for screening checks

 

Key Responsibilities

Programme:

  • Liaise with Liban Post to ensure effective and timely delivery of cash to beneficiaries
  • Work in close consultation with the protection team to ensure appropriate follow up with households, especially in sensitive cases, as well as referrals
  • Support capacity building activities with Social Development Centres and Utopia
  • Coordinate with identified partners and stakeholders, such as Utopia, the SDC and protection partners.
  • Interface with communities as needed
  • Ensure that cash documentation is accurately completed, compiled and returned to the Finance Department in a timely manner every two weeks

Monitoring:

  • Conduct regular onsite monitoring visits, track project progress and flag issues
  • Track project activities and support the SDC and Utopia, ensuring streamlined paperwork and decision making between Tripoli and Beirut.  
  • Organise bi-annual reflection meetings with all project partners
  • Support post-distribution monitoring, baseline and endline activities (including data collection)
  • Contribute information to a log of all 'lessons learnt" during the project

 

Reporting and Data Management

  • Report regularly to the Programme Manager and Senior Officer, and technically coordinate with the EFSL Coordinator on the progress of implementation and challenges encountered against targets set, highlighting constraints and propose solutions
  • Ensure data entry and safe management of beneficiary information following data protection protocols  
  • Answer helpline, log calls and their resolution
  • Enter data into Activity Info and RAIS
  • Participate in and maintain a timely and appropriate flow of information up and down the management line (including programmatic information, security issues, etc.) and horizontally with partners

  • Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principle

 

 

Skills, Experience and Knowledge

Essential

 

  1. A Bachelor’s degree in a relevant discipline such as Development Studies or equivalent;
  2. At least 1 year of experience in working with communities in humanitarian or development contexts, in particular with displaced or refugee populations
  3. Excellent written and verbal communication skills to motivate, influence and negotiate both internally and externally, strong English and Arabic skills.
  4. Previous experience in working in partnership with national organisations
  5. Good computer skills in MS Office programs, particularly Excel
  6. Strength in interpersonal, communication and report writing skills
  7. Willingness to work in insecure environments and a high level of adaptability and initiative

 

Desirable

  1. Previous knowledge and/or experience of emergency cash assistance or other cash-based humanitarian interventions. Protection professionals with relevant cash experience are strongly preferred;
  2. Experience working in North Lebanon, with preference for applicants residing in and/or have experience working in Tripoli.
  3. Experience entering data and maintaining databases
  4. Administrative experience
  5. NGO experience
  6. Familiarity with social development centres
