Procurement of Soil moisture sensors and Data loggers
Invitation for Bids
1. The Republic of Lebanon represented by the Ministry of Agriculture (MoA) (hereinafter referred to as the “Purchaser”) received a Grant from the International Fund for Agricultural Development (IFAD) toward the cost of the Climate Smart Agriculture: Enhancing Adaptive Capacity of the Rural Communities in Lebanon (AgriCAL) Project and it intends to apply part of the proceeds of this Grant to eligible payments under the contract: Procurement of Soil moisture sensors and Data loggers.
2. The fiduciary operations coordination for the Climate Smart Agriculture: Enhancing Adaptive Capacity of the Rural Communities in Lebanon (AgriCAL) Project (procurement processing and financial management) will be undertaken by a Project Coordination Unit (PCU) in the Ministry of Agriculture. The PCU will be responsible for managing the procurement process of all bids and tenders under the Grant to include but not limited to: preparation of bidding documents, advertising; contract preparation; participation in the evaluation process, contract management and payments under the Contract.
3. The Ministry of Agriculture invites sealed bids from eligible bidders for the Procurement of Soil moisture sensors and Data loggers.
The maximum duration for the supply, delivery and commissioning of Goods is sixty (60) days after the signature of the Contracts.
The bidding documents covers the folowing goods and related Training:

4. Bidding will be conducted through the National Competitive Bidding procedures as specified in IFAD Project Procurement Guideline’s (September 2010).
5. Interested eligible bidders may obtain further information and inspect the bidding documents from PCU at the following address given before Monday 14th of January 2019 at 11:00 a.m. Beirut local time.

7. A complete set of bidding document may be delivered to any interested eligible.
8. No pre-bid meeting will be organized for this bidding exercise.
9. Bids must be received by the Purchaser at the address specified below, no later than Monday 14th of January 2019 at 11:00 Beirut local time. Late bids will be rejected.

10. Bids shall be valid for a period of 90 days after the bid submission deadline, and must be accompanied by a bid security of 1,500 US$ (One Thousand and Five Hundred United States Dollars) or equivalent in any other foreign currency and valid for 120 days after the bid submission deadline.
11. Bids will be opened in the presence of bidder's representatives who choose to attend on Monday 14th of January 2019 at 11:15 a.m. Beirut local time at the address mentioned in point 9.
