Project Officer
A. Required qualifications, competences and experience
Formal Education
- university degree in Management, Business Administration or similar relevant field
- additional education (if possible university degree) in fields related to conflict, migration, politics, sociology is a strong asset
Professional Experience
- minimum 5 years of professional experience in similar position
- proven work experience with internal control procedures and performing audit work on financial information
- proven work experience in finance coordination and cash management
- proven work experience in working for/with NGO´s, and/or International Organisations
- work experience in project implementation in Lebanese municipalities and working with Lebanese Ministries
- previous experience in tender and procurement processes, e.g. drafting TOR´s, shortlisting
- previous responsibility for project reporting and team management
- A minimum of 3 years professional experience in a financial management position
- A minimum of 2 years professional experience in a project management position
Other knowledge, additional competences & skills
- Excellent Arabic, English and French language knowledge in writing and speaking; German language skills will be an asset
- Experience and understanding of protocol related aspects
- Eye for details and capability of monitoring lists and documentation of processes
- Experience and ability to cope with a dynamic and fast changing situation in the development context
- Experience and ability to deal with unexpected challenges
- Excellent working knowledge of IC- technologies (related software, email, internet) and computer applications (e.g. MS Office)
- Team-player and a good sense of humor
- Personal skills: integrity and genuineness
- Social skills: communication skills, cooperation skills and negotiation skills
B. Responsibilities
- independently conduct desk research and draft concepts
- ensure conflict sensitive monitoring, evaluation and learning procedures
- prepare internal control and audit procedures
- supervise the financial administration
- ensure smooth implementation of Cash for Work activities in the programme
- coordinate with external consultants
- support and prepare reports
C. Tasks:
In this context, the position holder fulfils technical (70%) and financial controlling (30%) tasks and responsibilities of the following tasks:
Programme coordination:
- conducts independent desk research and drafts concepts in close cooperation with the head of programme and the component managers
- is co-responsible for setting up a conflict sensitive monitoring, evaluation and learning system (M, E&L) that is based on do-no-harm & anti-corruption principles and ensures that the programme can monitor the implementation progress and understand the impact of implementing its activities, e.g. assess short- mid- and long-term implications
- drafts dossiers and background checks of organizations or companies (if necessary for conflict sensitive risk and impact assessment)
- oversees the Cash for Work activities of the programme (identify activities, co-responsible for the drafting of concepts and ToR, selecting implementers, drafting agreements and monitoring implementation & data collection)
- supports the coordination of the work of external consultants (ToR drafting, selection process and check reporting)
financial controlling
- supervises the handling of payments according to GIZ rules and regulations up to the respective value limit using GIZ software where applicable
- prepares independently audit and internal control procedures (GIZ Office Amman, GIZ HQ Audit Unit, and other related external audits)
- supports the spenditure control and financial planning procedures
- conducts independently commercial eligibility checks
The conTra project is based in Beirut and works in vulnerable communities in Lebanon. It will focus on enhancing the living conditions in these communities. Two elements are combined and linked: a construction and a training component. The political partner is the Ministry of Social Affairs (MoSA). Together with this partner and the participating communities labour intensive infrastructure or maintenance and rehabilitation measures will be implemented (construction). These construction measures will be implemented through people who work in the local construction sector and have received short term training that is requested and needed for the respective job (training). The training also enhances the perspective of the people in the job market. The project will work closely with the private sector.
