Non-Revenue Water Specialist – Secondment to the North Lebanon Water Establishment (NLWE)

GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa financed by International Donors mainly in WASH sector.

GVC is actually recruiting personnel to cover the position of Non-Revenue Water Specialist – Secondment to the North Lebanon Water Establishment (NLWE)

Summary:

The Non-Revenue Water Specialist is responsible for technical supervision over the day-to-day scheduled technical field activities of the Non-Revenue Water Unit/Team, as well as participation in on-field measurements, conduction of analyses, issuance of reports, and coordination with different departments and sections within the Water Establishment, towards the achievement of unit objectives.

The incumbent will support the definition and validation of proper internal procedures for the team and will assure knowledge transfer to the assigned staff to the team, whilst maintaining the role of technical support.

DESIRED QUALIFICATIONS:

• Undergraduate degree in a relevant engineering or science discipline.
• Can fluently read, write and understand Arabic and English.
• Possess valid driver’s license.

DESIRABLE SKILLS:

• Experience in water leak detection and repair.
• Experience in water network hydraulic design and analysis.
• Familiarity with water loss good practices.
• Skilled at using GIS, Google Maps, and Google Earth.
• Skilled at drawing using AutoCAD.
• Analytic abilities and the use of basic mathematical tools.
• Skilled at using spreadsheet tools such as MS Excel.
• Good report writing abilities.

PRIMARY RESPONSIBILITIES:

• Plan, supervise, lead, and report leak detection activities, including the preparation of tools and equipment, instructing and training staff members, and conduct on the ground visits to the sites undergoing leak detection surveys.
• Plan, supervise, lead, and report pressure monitoring activities including the preparation of loggers and gauges, the selection of measurement points and times, and the analysis of the results.
• Plan, supervise, lead, and report flow monitoring including the reading of source and customer meters, and the analysis of the result.
• Plan, supervise, lead, and report bulk meter testing using portable flowmeters.
• Plan, supervise, lead, and report customer meter testing using in-situ testing.
• Perform detailed water balance calculations including the assessment of unauthorized consumption, unmetered customers, metering errors, bottom-up calculations, and the calculation, analysis, and reporting of NRW KPIs.
• Review network and customer maps and propose technical solutions for reducing NRW.
• Design new DMAs and propose specifications and produce maps needed with coordination with other departments.
• Coordinate with NRW related projects in the water establishment as directed.
• Establish and update a DMA asset database, including the frequency of inspection, the testing conducted, and the history of inspection and measurement.
• Propose the addition of new network assets for better monitoring and management of NRW, including the addition of new isolation valves, pressure reducing vales, bulk meters, or mains.
• Provide technical guidance to technicians and other departments in relation to NRW management and metering.

WORKING CONDITIONS:

• Work is performed primarily indoors in an office setting, but field activities require frequent deployment outdoors.
• Frequent travel within Water Establishment’s area of operations; some travel to other locations in the country.
• The Specialist is seconded within the Water Establishment and will work within Water Establishment premises.
