Role and Responsibilities:
The Information Counselling and Legal Assistance (ICLA) Team Leader is responsible for overseeing ICLA activities implemented in North Bekaa, in line with NRC policies, guidelines and strategy.
Generic Responsibilities:
- Adhere to NRC policies, guidance and procedures
- Oversee the provision of ICLA services in North Bekaa (including Aarsal and Mashari Al Qa) according to strategy, proposals, budgets and plans
- Supervise ICLA North Bekaa and Arsal team, ensure their capacity building and transfer key skills
- Ensure that services target beneficiaries most in need, and explore and assess new and better ways to assist
- Contribute to protection needs and trends identification and ensure adequate ICLA response
- Liaise and collaborate with relevant local authorities and key external stakeholders
- Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action
- Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator
Specific Responsibilities:
- Provide oversight for the ICLA response in North Bekaa, Arsal and Mashari Al Qa area
- Manage, supervise and support ICLA North Bekaa and Arsal team through capacity building activities and on-the-job training
- Develop, implement and oversee the activities implementation work plan in line with ICLA objectives
- Ensure standardization of activities according to the ICLA policy and handbook
- Supervise and support capacity building activities for frontline workers and key actors
- Ensure the implementation of the safe identification reporting and referral system
- Monitor and follow-up on the quality of the services provided
- Conduct regular field visits and spot checks to ICLA field activities
- Operationalize and mainstream technical inputs from the Legal Field unit, Database Officer and the ICLA National team
- Contribute to the oversight of Information Focal Points and ICLA Legal consultants in coordination with the Legal Field Unit
- Assess new locations for ICLA outreach activities
- Contribute in developing SOPs, checklists and relevant ICLA tools
- Oversee data management, ICLA database and documentation related to ICLA services
- Conduct regular field visits, spot checks and follow up of activities
- Coordinate externally with relevant stakeholders, host and refugee community, local authorities, humanitarian actors and local organizations
- Provide regular progress reports about the activities implemented
- Promote and share ideas for technical improvement
- Contribute to context analysis, protection needs and trends identification

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
- ICLA National Team
- Protection Coordinator
- NRC support unit
- NRC Programmes
- Relevant external stakeholders, host and refugee community, local authorities, humanitarian actors and local organizations
Competencies:
1. Professional Competencies:
- Bachelor degree in law, human rights, international relations, political sciences or equivalent
- Minimum 3 years of relevant job experience in a similar role, preferably within the humanitarian sector
- Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles
- Proven experience in overseeing provision of legal services is an asset
- Proven experience in coordinating activities and liaising with external actors
- Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
- Proficiency in English and Arabic, both written and spoken
