Preamble:

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

8. Living Conditions:   As this is a national UNV assignment, the incumbent will be responsible for arranging his/her own housing and other living essentials. This position is based in Beirut, Lebanon. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.

11. Organizational Context & Project Description:

In the Middle East and North Africa (MENA) Region, over half the population is under the age of 25. Yet the percentage of children of primary school age currently in school is the lowest in the developing world. Youth unemployment is the highest amongst developing regions, with 29 percent of individuals between 15 and 24 out of a job. The region is considered to have the highest youth unemployment rate and the lowest share of primary school age children attending school. A stronger focus on youth and others excluded – particularly women and girls, rural dwellers, and those living in conflict-affected areas – is now needed to ensure sustainable human development for all.  The above analysis explains why the youth in Arab countries propelled the so-called Arab spring, demanding more inclusivity, transparency, human rights, and democracy. Whilst in some countries some progress was made concerning the enjoyment of civil and political rights, some Arab countries witnessed a setback in the enjoyment or limited progress in the area of social and economic rights. Others also went through internal violent conflict, which lead to an increased marginalization of youth, which in turn resulted in an increase of the appeal of joining radical groups in these conflict zones.  It is therefore clear that one of the contributing factors for proliferation of violent extremism and radicalization among youth in some of the Arab countries is their very limited participation in the public sphere and their inability to contribute to decision-making processes at local and national levels. 
Within the context of the 2030 Agenda, States are encouraged to pay special attention to youth. Efforts towards the realization of the Sustainable Development Goals (SDGs) should take specific account of the needs of young people to ensure this category is not left behind. In this context, it is crucial to ensure young people are not only beneficiaries of development policies, but also and foremost the driving force behind the development of such policies and in efforts to realize the SDGs at a national level and within their local communities. Noting the above, and in line with the Office Management Plan 2018-2021 and its commitment to shine a spotlight on youth, Regional Office for the Middle East and North Africa (ROMENA) intends to enhance its efforts to make human rights and the SDGs more relevant to young people as they strive for dignity for themselves and their community. The Office will thus invest in increasing its ability to engage with young people and developing tools and platforms to increase meaningful participation in public processes and push for an increase realization of their rights.

14. Task duties: Under the direct supervision of the Human Rights Officer, the UN Volunteer will undertake the following tasks:

•    Assist the ROMENA office in strengthening its capacities and those of the countries under its mandate to finalize and adopt a sub-regional and/or national strategies on youth inclusivity and participation adopting a human rights based approach, with focus on gender equality;
•    Promote Youth engagement in the implementation of the Sustainable Development Goals;
•    Support the development of initiatives at the sub-regional and national levels aimed at enhancing the participation of youth in decision making process;
•    Develop a programme of work for promoting youth participation in public affairs, and enhance activism of young CSOs and human rights defenders.  

Furthermore, UN Volunteers are required to:

•    Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
•    Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
•    Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
•    Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
•    Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
•    Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

15. Results/Expected Outputs:

•    Experiences, best practices and lessons learned from ongoing as well as past initiatives on Youth and SDGs compiled and shared; 
•    Support provided to the implementation of the 2018-2021 ROMENA’s Annual Work Plan (AWP) in the relevant areas to youth including organization of regional conferences and seminars as follow-up to relevant activities;
•    The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs);
•    Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
•    A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Minimum 22 years old, Lebanese national, or legally resident in Lebanon with the status of refugee or stateless.

•    Genuine commitment towards the principles of voluntary engagement, which includes solidarity, compassion, reciprocity and self-reliance; and commitment towards the UN core values.

24. Conditions of Service:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Moving travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of LBP 1,913,296.92 is provided monthly to cover housing, utilities and normal cost of living expenses. Well-being Differential of 15% (WBD-A) or 30% (WBD-B) of the VLA will apply, paid on a monthly basis, depending on the ICSC classification of the duty station.
Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as return travel of (if applicable) and resettlement allowance for satisfactory service.
