Environmental Policy Expert / Production of Policy Paper

1. BACKGROUND

T.E.R.R.E.Liban, as an Intermediate Support Organization (ISO) on the Environment and Solid Waste Management Issue Network “LANE” (Lebanese Advocacy Network For Environment), under the Civic Engagement Initiative - CEI component of Building Alliances for Local Advancement, Development and Investment Capacity Building – BALADI CAP Project through a sub award issued by Counterpart International, Inc. as a part of the USAID-funded BALADI Program, is coordinating, supporting and promoting “issue networks” of CSOs, around the following advocacy area : Environmental Protection and Solid Waste Management. T.E.R.R.E.Liban wishes to undertake the consultancy services for an Environmental Policy Expert.

1. PURPOSE OF THE ASSIGNMENT

T.E.R.R.E.Liban is seeking the services of an Environmental Policy Expert under CEI Component – Baladi Cap project to produce a Policy Paper on a selected environmental advocacy issue by LANE.  

1. SCOPE OF WORK

Policy Expert is responsible for making a policy paper, delivering specific recommendations. Specific responsibilities of the Policy Expert are:

• To study all developed analysis and reports about the selected environmental advocacy issue
• To develop a policy paper on the selected environmental advocacy issue based on reports, analysis, and discussions.
• To deliver recommendations and report.

• A policy paper on the selected advocacy issue
• Recommendations
• Report

1. WORK DURATION

The activity will be conducted between August 31 and September 30, 2018 thus the work duration shall not exceed 10 expert days that doing researches, producing the policy paper, conducting meetings, delivering recommendations and reporting.
