Project title: Strengthening Community-Based Child Protection, Gender Based Violence interventions, and Psychosocial Support in Palestinian Camps and Gatherings in Lebanon

Position: MHPSS Technical Support Consultant

1. Background
Medical Aid for Palestinians (MAP) works for the health and dignity of Palestinians living under occupation and as refugees, delivering health and medical care to those worst affected by conflict, occupation and displacement.
Over the past 30 years, MAP has maintained a significant presence in Lebanon, responding to the needs arising from life-long displacement in refugee camps. Working in partnership with local organizations and health care providers, we provide access to essential services for the most vulnerable among the refugees. MAP also contributes to the protection of communities and individuals by monitoring access to health and identifying, managing and referring cases of violence, in conjunction with grassroots and high-level advocacy.

MAP is currently recruiting an MHPSS Technical Support consultant to support its activities in Lebanon.

2. Objective of the position:
The MHPSS Technical Support consultant will provide onsite, regional and central coaching, follow up and support to the staff of MAP’s partners in the frame of project “Strengthening Community-Based Child Protection, Gender Based Violence interventions, and Psychosocial Support in Palestinian Camps and Gatherings in Lebanon”. The MHPSS Technical Support consultant will provide support through coaching and mentoring to the staff of MAP’s partners, and to ensure that activities are implemented according to Minimum standards, Child Protection and SGBV SOPs, ensure that MAP’s SGBV & PSS specialized interventions are delivered at the required quality and reporting gaps in capacity building needs to program management.

3. Key tasks and responsibilities:
• Advise MAP’s Management on Child Protection /SGBV and MHPSS strategy development, programming, and M&E
• Assist MAP’s management with the integration of a developmental focus in Child Protection /SGBV and MHPSS programming and service provision targeting children and adolescents
• Ensure that an ecological approach to MHPSS service provision is mainstreamed within all MAP-supported MHPSS activities
• Provide overall technical supervision and guidance to MAP’s Partners in the provision of developmentally-informed Child Protection /SGBV and MHPSS services; advise MAP management on required technical support interventions
• Design and conduct professional development and training activities to enhance the quality of the Child Protection /SGBV and MHPSS services provided by MAP Partners staff
• Assist in harmonization of case documentation and forms used
• Work closely with contracted -agency which will conduct project evaluation both in preparation of tools and execution stages
• Ensure that staff care activities are delivered in line with –best practice standards

3.1. Other Key M&E tasks and responsibilities:
• Conduct technical coaching and supervision visits to MAP partners CFS’s and WSS’s in Palestinian refugees’ camps and gatherings located in regions across Lebanon, and arrange central meetings with MHPSS specialists as needed
• Ensure proper documentation of CP/GBV case management, referrals, daily activities and database carried out by staff
• Participate in multidisciplinary team meetings to review cases, offer recommendations and brainstorm durable solutions for challenging cases.
• Write M&E reports and visit checklists. Work with partner’s staff on the development of reporting format and assist in partner’s staff familiarization with visit checklists and other developed templates.
• Regularly collect feedback from trainees and partner organization regarding the training activities implemented.

4. Professional qualifications:
• A university degree (master’s or higher) in the field of mental health/clinical psychology, with experience under a supervision, and underwent relevant training
• Minimum of 10 years of professional experience in child-focused MHPSS programming, programme implementation, and clinical practice
• Strong expertise in Child Protection and Gender-Based Violence systems and procedures
• Strong interpersonal and communication skills, with good understanding of relevant cross-cultural issues, and context of Palestinian camps in Lebanon
• Positive, respectful attitude and collaborative approach to diversity
• Familiarity with - Humanitarian Aid and Development interventions: programing and implementation.
• Familiarity with UN Agencies, International NGOs, donors’ administrative procedures and systems highly desirable.
• Significant knowledge and understanding of the current political, social, economic, cultural and historical context of Lebanon and refugees’ crisis.
• Strong proficiency in Arabic and English, both spoken and written
• Proficient in Ms Office - word processing, spread sheets, etc.
• Having a driving license and able and willing to drive in Lebanon.

5. Personal qualifications:
• Strong work ethics and commitment to MAP’s goals and values.
• Excellent coordination and problem-solving skills.
• Goal-oriented; attention to detail with strong follow up.
• Team oriented with strong team building skills, but with ability to work also efficiently with limited supervision.
• Flexible and responsive to program challenges, with willingness to take on additional tasks as needed.
• Able to work under pressure, and to manage multiple tasks and willing to access all project locations.
• Work independently in procuring his/her own transport means.

6. Time-frame
The MHPSS Technical Support consultant is a consultancy-based position, over 8 months, depending on continued need for the position and availability of funding. Flexibility in working hours is required. The start date is September 2018, and the end date is April 2019.

7. Duty station
The consult conducts visits to the project locations in the Palestinian camps in Lebanon. Meetings with MAP are conducted in MAP Beirut office.
