PURPOSE OF POSITION
The position holder ensures development and implementation of the WV Lebanon National Resilience and Livelihoods (R&L) Program strategy and Technical Programme in collaboration with relevant stakeholders.
The R&L Technical Coordinator is responsible for:
- Ensuring quality implementation of R&L programming from design to implementation according to strategy.
- Partner with proposal writers to design R&L programming across funding streams toward achieving the relevant child well-being objective(s) and according to the pathway of change and prioritised project models
- Provide external and donor representation for R&L programming, including cultivation of partnerships
- Build organisational capacity and provide training to implement prioritised project models and evidence-based practices
- Spend time in the field (at least 30% of the time), working with field operations staff to troubleshoot implementation issues
- Provide input on R&L to ELA when it designs tools and leads monitoring, evaluation and other evidence building initiatives.
- Review ELA data and reports to understand and influence the quality of R&L programming
MAJOR RESPONSIBILITIES
Strategy & Program Development
- Meet donors to preposition for new program ideas and models based on evidence.
- Develop the technical/sectoral components of new proposals, in consultation with RAM, ELA and Operations teams.
- Provide input into budget of technical components within new proposals.
- Lead in Design with RAM and Operations for potential new proposals in R&L, based on emerging new needs.
- Participate in revision of WV Lebanon strategy and priorities based on emerging needs and donor interests.
- Lead development of Technical Approaches and Technical Programs in alignment with strategy.
- WV Lebanon current and prospective donors are aware of WV priorities, approaches and the evidence behind them.
- New proposals submitted in alignment with sector standards and evidenced approaches.
- Proposal budgets account for needed technical costs.
- All new grants developed in alignment with R&L TP.
- WV Lebanon strategy informed by up to date and recent sector needs and priorities
- Technical Approaches and Programs are in place and updated as per strategy revision terms.
Support Implementation, monitoring and reporting
- Provide technical supervision to field R&L staff including coaching, sharing resources and materials, revision of reports, analyzing lessons, etc.
- Conduct field spot checks on a monthly basis to monitor progress of projects and discuss challenges with field teams.
- Co-lead with the ELA team the development of Evidence Building Plans (EBPs) for Technical Programs and for new projects.
- Develop sector measurement tools in collaboration with ELA. Specifically, set sectoral/technical tool questions based on accredited global tools.
- Intervene, when necessary, at procurement level, to facilitate/find solutions to material purchase difficulties or delays that are affecting the program quality implementation.
- Review grant progress reports and M&E reports specifically program findings and recommendations.
- Develop annual TP reports that document progress against objectives of the TP and hence strategic objective.
- Strengthened capacity of field R&L project staff
- Programmatic lessons learned are captured and recommendations provided to project teams
- EBP’s are in place for TP and each project
- Sectoral/technical tools are in place and used across aligned projects
- Technical procurement standards are met
- WVL projects are informed by tangible and quality technical recommendations
- Progress against strategy objectives is captured
Staff Management & Capacity Building
- Revise R&L related JDs when needed and participate in the recruitment of relevant project and technical staff.
- Develop and revise R&L capacity building plans and share with P&C
- Orient and train WV Lebanon relevant staff (including direct reports) on R&L Technical Programs, standards, tools, models, etc.
- Needed R&L capacity is in place.
- Relevant WVL staff have needed skills to implement quality R&L programs
- Relevant WVL staff have needed skills to implement quality R&L programs
Networking & External Engagement
- In collaboration with RAM and the External Engagement team, engage in networking and coordination with external R&L Stakeholders and partners (Livelihood and social stability working groups, Ministry of Labor, MOSA, UNDP, INGOs, National NGOs, etc.).
- Participate in National workshops, training and internal WVL meetings, workshops, etc.
- Coordinate with regional office and other relevant internal stakeholders at WV, whether at the Regional or Global level as necessary.
- Established relationships and well maintained with all key R&L stakeholders.
- WVL is always up to date on sector developments in the country; relevant MoUs signed with specific Ministries if needed for facilitation of work and TP implementation.
- WVL R&L programs remain aligned to global models and trends
Learning and Research
- Participate in all R&L projects’ lessons learned events.
- Participate in design and roll out of new research proposals and initiatives of WVL.
- Conduct regular situational analysis of the sector and feed recommendations back to WVL for decision making on future priorities.
- Technical programmatic recommendations are captured and reflected in future program revisions
- Evidence of approaches is established
- WVL is always up to date on sector developments in the country.
KNOWLEDGE, SKILLS AND ABILITIES
- Bachelors degree in any area related to Livelihood, Economy, economic development, Agriculture, Value chain, etc.
- Strong understanding of Livelihood systems, labor laws, established Livelihood practices, Minimum Economic Recovery Standards, EMMA, etc.
- Creative and able to come up with, embrace and coordinate innovative thinking, partnership building and problem solving skills;
- Good analytical and writing skills;
- Good interpersonal skills, influencing skills and cross-cultural sensitivity;
- Effective in written and oral communication in English;
- Able to work on multifunctional tasks in the pressure of time and organizational changes;
- Strong computer skills including Word, Excel, PowerPoint
- Three to five years of technical expertise in the areas of Economic development or Livelihood
- Experience in capacity building processes, tools and methodologies
- Two years or more NGO experience in the humanitarian and development fields respectively
- Experience in needs assessment and project design
- Experience in working with UNHCR, MOSA, Ministry of Labor, and relevant Livelihood donors
- Proven experience in Livelihoods in Emergency settings
- Valid driving license (in Lebanon) for more than 2 years is required.
- Excellent written English, with fluency in speaking Arabic and English
- Masters Degree in the above mentioned areas is preferred
- Experience participating in program implementation, monitoring and evaluation processes
- The position requires 70% of the time to be office based.
- The position requires 30% of travel within the country.
- The position requires ability and willingness to continue to function during a crisis, including during a World Vision response to a manmade or natural disaster.
- The position requires availability and willingness to work outside regular office hours occasionally.
