Community of Practice in Building Referral System for Women Victims of Violence

This document is the outcome of a workshop organised by UNRWA on the 31st of March 2010 on “Community of Practice in Building Referral Systems for Women Victims of Violence”. It summarizes and reflects on the presentations and discussions made during the workshop to develop lessons learned based on shared experiences of a Community of Practitioners.
This paper is comprised of three sections, including "Approaches to Building Referral Systems", "Building Referral Systems: Providing Services", and "Innovation". The first section consists of a number of case studies, including various types of referral systems in Jordan, the West Bank and Gaza. The second section includes steps to define a referral system and cites examples of assessing services and buiding on existing services, as well as mapping and assessing external actors. The third and final section of this paper provides case studies of innovative approaches, including working with men in Lebanon and working with the Security Sector in Liberia and the DRC.
