Through this request for proposal (RFP), Social Impact seeks to receive proposals from consulting firms and organizations with experience working in Lebanon to support a final performance evaluation for the Livelihood and Inclusive Financial Expansion (LIFE) activity with data collection and research. The terms of this RFP are detailed in the sections below and the Statement of Work for the proposed activity is described in Annex A.

Social Impact (SI) is a global Dvpt. Mngt. consulting firm working across all dvpt. sectors since 1997. Through PMSPL II, SI supplements the monitoring & program management efforts of USAID/Lebanon. The United States Agency for International Development (USAID) commissioned Social Impact, Inc. (SI) to design and implement a second wave for the Citizen Perception Survey (CPS) that was conducted in 2019. The purpose of wave 2 is to gather information needed for possible adaptive management of USAID’s existing projects and activities to respond to critical context changes.

Through this request for proposal (RFP), Social Impact seeks to receive proposals from data collection firms with significant expertise and experience in qualitative and quantitative data collection. The data collected will feed into the third-party monitoring of food assistance activities for the Food For Peace program (FFP). In summary, FFP provides funding to the World Food Program to reach 304,600 refugees (60,000 Syrian and non-Syrian refugee households) who are integrated in the host community.

Social Impact (SI), the implementer of USAID/Lebanon’s PMSPL II project, intends to make one award under a subcontract with a local Lebanese company for activities described below. Subject to the availability of funds and the level of demand for services by USAID/Lebanon, PMSPL II seeks a local data collection company to conduct data collection to support the monitoring of humanitarian support provided to Syrian refugees. The data collected will be used to verify and confirm on whether the refugees are receiving the intended support.

PMSPL II seeks a local company or research organization to conduct data collection for a Citizen Perception Survey (CPS). The (CPS) was requested to examine, confirm, and further inform what is learned from the recent Gender Assessment, Economic Growth Assessment, and Political Economy Assessment.
A key objective of this survey is to serve as a resource document for a soon-to-be revised Country Development Strategy Statement (CDCS).
