Engineer consultant skilled in Rehabilitation of play spaces and football pitches.

Request for Proposals:  Right To Play is seeking an Engineer consultant skilled in Rehabilitation of play spaces and football pitches. the consultant should be experienced to enhance SAHA project partners and communities sports infrastructure in Beirut, Saida, and Tyre.

Rehabilitation Consultant TERMS OF REFERENCE:

I. PROJECT IN BRIEF :

Football will be used as a tool to develop their social and professional skills as well as their talent. Moreover, the project will be supported by parental and governmental engagement. Parents will receive awareness sessions The Sports and Humanitarian Assistance (SAHA) project is an innovative 24-month program, which brings together the experience and unique approaches of three organizations into one intervention that aims to impact communities in the north, south, and center of Lebanon.  The activities draw on the previous experience of WCH and Right To Play in Lebanon, complemented by KNVB’s focus on using football and life skills training to impact communities.

The proposed intervention will take place in North Lebanon in the areas of Akkar and T5, in Beirut / Mount Lebanon, and in South Lebanon, Saida and Tyre.   

 

II. OVERALL PURPOSE OF THE REHABILITATION PROCESS:

The primary objectives of the rehabilitation are as follows:

1.  Increase access of children to safe play spaces in their communities

2.  Enhance the sports infrastructure in the communities in order to increase sports for development activities performance and have a safer environment for the children.

 

III. REHABILITATION PROCESS METHODOLOGY:

The rehabilitation process will take place in Beirut, North, and South. Life skills and Football activities are taking place in those regions in various spaces, however those places need to be refined in order to be friendly spaces and safe for children to play in. The field staff have identified the pitches that should be rehabilitated, thus the consultant will visit the sites, assess them, identify the rehabilitation needed, prepare the design drawing, and prepare reports, and a Bid of Quantity, lastly follow up with contractor(s) during implementation. Afterwards, a tender will be submitted in order to recruit a sub-contractor(s) that will take care of the process under the supervision of the Engineer Consultant. He/She will have to monitor the activity and submit reports that reflect the improvement on the field.

 

IV Consultant (s) responsibilities will include the following:

  • Preparation: Consultant will have to do field visits to the identified pitches, assess, identify rehabilitation needed, prepare Detailed Bid of quantity, and drawings.
  • Rehabilitation Field work: The consultant will lead, supervise, and support Rehabilitation process. RTP’s SaHa staff will facilitate setting and support the activity.  
  • Material: Consultant will provide clear assessment reports that will be delivered at the early stage that explain the rehabilitation needed in addition to the Bid of Quantity that can be  set by site, or region.
  • Rehabilitation Implementation: Consultant will monitor the activities in Tyre, Saida and Beirut; through regular field visits, consistent communication with the sub-contractor(s) and regular reports.  
  • Report Writing: The consultant will prepare a report (Monthly, and final) over each activity, inclusive of recommendations and lessons learned.  The report will consist of, at minimum, an executive summary, an overview of the study (including the methodology, challenges and limitations, Pictures, and successes).

RTP responsibilities will include the following:

  • Provide documents on the project to be reviewed by the consultant
  • Orient the consultant to Right To Play’s programs and its M&E strategy, procedures and systems. 
  • Orient the consultant on RTP Policies and Procedures;
  • Support the consultant during the Rehabilitation process (logistics)
  • Provide feedback to preliminary results
  • Review reports submitted by the consultant.

 

The consultant will directly report to the Project Officer at Lebanon office, who will serve as the focal point person for this Rehabilitation process.

 

V. TIME FRAME

The assessment process will begin as soon as a contract with the consultant is signed and must be completed with the submission of final report, the approximate timelines for regular activities are as per below:

 

Date of Submission

1st , & 2nd   week of April 2018

  • Introduce the sites that will be rehabilitated

Start visiting the sites:

  • Discuss the assessment of the sites
  • Finalize the bid of quantity of the sites, and drawings
  • Tender Opening

1st  week of May  2018

  • Tender committee meeting, and selection of sub-contractor
  • Contact the sub-contractor, set a meeting, and agree on all terms
  • Start the rehabilitation on sites

2nd   week of July 2018

Submit the Mid-term report at the 2nd week of July 2018

last week of August 2018:

Submit final report at the end of the process (end of August 2018) and field visit.

N.B. From May till September, regular field visits will be done to make sure the contractor is implementing as per the BOQs.

The above schedule might be subject to slight changes depending on the process.

 

V​I​ CONSULTANCY DELIVERABLES

  • Site assessment, report, and Bid of Quantities
  • Monitoring and evaluation reports during Rehabilitation process
  • Rehabilitation of 4 to 6 spaces in Beirut, Mt. Lebanon, and South

 

VII. BUDGET AND PAYMENTS

The prospective consultant should provide a budget which includes their daily consultancy rate. Please note that the assessment budget will be covered by RTP, the consultant should include his/her fees. RTP will provide a payment of 50% of the total contract sum for subsistence upon signing the contract. The remaining amount 50% will be delivered to the consultant within 30 days. Under no circumstances should consultant invoice for more than the agreed contract.  RTP receiving the final outcome assessment report and make sure that all rehabilitation is finalized as agreed. Full payment will be contingent on receipt of all deliverables as detailed above with approval of the Final Report by the assessment committee.

Budget range: 6,000 – 7,500 USD
