1.0 PROGRAM Overview

Acquired in 2016, the three-year BFZ employment program will be implemented across Lebanon in the following areas: Mt. Lebanon/Beirut, North Lebanon (Tripoli), and Bekaa.

PROJECT LOCATION(S) PROJECT TITLE PROJECT GOAL MENA (Lebanon) GOAL Project To develop the life and job skills of Syrian and Host Community youth in Lebanon to enhance access to professional development opportunities in Lebanon and abroad.

The overall goal of this program is to provide Syrian and Host Community youth with the necessary skills to better equip themselves to access the job market in order to mitigate risk factors impacting their lives. The targeted number of 3000 youth, and 100 teachers and coaches will engage in programming covering 2 main outcome areas: positive child and youth development and Education (vocational training).

The overall budget is approximately 1.5 million EUR, distributed over each of the three years of implementation. Project implementation will commence in July 2016.

1.1 GOAL Project

Right To Play Lebanon’s Goal! project aims to reach approximately 3,000 disadvantaged youth ages 13-18 years (50% female, 60% Syrian, 40% Host community), through a combination of Profiling using sport and play activities, providing access to vocational training through local partners, assist in identifying employment and internship opportunities and other community outreach events. The program aspires to contribute towards improving quality of living standards for youth through increased knowledge, resilience as well as greater access to professional development opportunities.

Project beneficiaries are reached in a variety of settings, including but not limited to: schools and community centres in Informal tented settlements, Palestinian refugee camps and gatherings, and in rural and urban disadvantages Lebanese communities. In addition, the program engages Syrian refugee children and youth on an ad hoc basis, in cooperation with international and local partners, and as political and security situations allow.

RTP Lebanon uses a number of activities and outreach initiatives to engage targeted beneficiaries. The first phase of the project involves training teachers and coaches to become profilers, providing career counselling to the above-mentioned group. The second phase is identifying the key qualifications required for professional development (7 to 8 professions) and working with local partners to provide the vocational training identified. The youth will then be linked to local private sector for employment and internship opportunities. Several job fairs will also be implemented.

2.0 Needs Assesment/Market Study overview

A needs assessment/market study will be conducted in the following areas of Lebanon: Beirut/Mt. Lebanon, North Lebanon (Tripoli), Bekaa (North and West).This assessment will be the basis for selecting the 7 professions in each area of operation based on market demands both in Lebanon and abroad (specifically here the reconstruction in Syria). This process will be divided into two parts: 1. Identify the job needs of Syrian and Host community youth when it comes to enhancing their professional development; 2. Develop a market study on professions that are relevant to the Lebanese and eventually Syrian market.

A desk review will be conducted to bring together all relevant literature related to the market needs for youth. The assessment will look to involve Syrian and Host Community youth in the process through focus groups and other creative methodologies to better understand the realities of the target group. Prospective partners will also need to be interviewed for their input. The findings gathered through both processes will help inform the direction of the project through validated data that combines youth needs with current market realities.

3.0 Objectives

The primary objectives of the assessment/market study are as follows:

To determine the skills and professions that are in demand and relevant for Syrian and Host Community youth both in Lebanon and Syria. To facilitate discussion and learning on emerging area for Right To Play Globally: To better inform sectorial learning in the region when it comes to youth employment and professional development.

4.0 Scope

The needs assessment/market study will be designed to derive new knowledge on a key strategic area of interest in the current Syrian refugee crises.

The intended outcomes are aligned with the core thematic areas below:[1]

Positive child and youth development Enhancing education quality (vocational training) Gender equality and inclusion Sustainability (specific to outcome retention and transference, development of local ‘change agents’, and capacity building within partners)

5.0 Methodology

5.1 Data collection: While a standard FGD questionnaire will be developed for this process, additional tools will be developed with RTP staff when it comes to the assessment with the youth (in the form of play days). Data collection will occur in July 2016.

5.2 Data collection tools: The overarching data collection toolkit will include tools listed below.

Games and discussions with adolescents and youth Focus Group Discussions with youth and coaches. Interviews with youth, coaches and stakeholders Community Advocacy audit Literature Review

The consultant will be given the opportunity to review the overall methodology and tools. She/he will also be encouraged to propose revisions for greater efficiency, effectiveness, and innovation.

5.3 Secondary data Collection:

Secondary data will be collected from all participating sites and relevant entities, related to indicators of youth needs but also market analysis. This includes:

- Official statistics and analysis documents

- Studies published by local and international organizations

- Reports from other organizations around initiatives in this sector, etc.

5.4 Consultants:

The consultant will be hired to conduct the assessment/market study in the abovementioned areas. He/she will be given a thorough orientation on Right To Play methodology, measurement approach, and other information deemed essential for managing this project at a country level.

The consultant will be responsible for managing, and will have overall responsibility for the data collection, analysis and reporting portion of this assessment.

Activity Proposed Role of Consultant Planning Lead the country-level data collection planning; review and refine tool design and overall methodology as required. Training Lead comprehensive enumerator training on all data collection tools. Data Collection Lead the data collection process. Data Entry Oversee the data entry and conduct data cleaning where necessary. Data Cleaning and Validation, Analysis and Report Writing Prepare a draft and final report on the findings, inclusive of recommendations and lessons learned. The report will consist of, at minimum, an executive summary, an overview of the study (including the methodology, challenges and limitations, and successes), the findings, a discussion of key learnings from the findings, and the tools. Internal Review Lead process for review and interpretation of findings with internal stakeholders. The contract will only include the above stages.

6.0 Key Deliverables and Timeline

The anticipated number of days for this consultancy is 15 full days. The proposed schedule for the assessment is as follows:

Submission of proposal: July 3, 2016

Decision to award contract: July 5, 2016

Preliminary calls/meeting with RTP: July 6, 2016

Completed Data Collection: July 26, 2016

7.0 proposed Budget and Payment schedule

The overall allocated amount for the consultancy (including all costs related) should not exceed 15,000,000 LBP.

First payment: After signing of contract agreement between Right To Play and Consultant (50%) Final payment: Submission of the final report approved by Right To Play (50%).

Note that the budget submitted should represent what would be allocated to consultancy fees onlyand other aspects of the evaluation. The detailed evaluation budget will be reviewed and finalized by the successful applicant in consultation with Right To Play.

8.0 Q

An organization/individual with at least 7 – 10 years of experience in the research and economic development field Experience leading mixed-methods evaluations, preferably including experience with children and youth Strong facilitation skills, particularly with regards to working with vulnerable groups Strong project management skills Demonstrated understanding and support of principles of equity and inclusion Fluent spoken and written English and Arabic
9.0 Proposal Application Submission
