Statement From The Regional Coalition Of Women Human Rights Defenders In Middle East And North Africa.

Human rights in Egyptian : unbreakable will.
On the 20th of March 2016, Nazra for feminist studies issued a statement confirming that they are under investigation in the case 173, that is known by the name of “cases of foreign funding for civil organization in Egypt”. Three staff members were called for investigation on the March 16, 2016. Where then the investigation session was postponed to Tuesday (March 22, 2016). The reasons of the investigation were not provided by the Egyptian authorities.
Case 173 against the civil society in Egypt doesn’t come as a surprise, it was actually an expected move by the Egyptian authorities, where a campaign not so long ago was launched targeting human rights defenders, where many of them are banned from traveling, and facing smearing campaigns through official media stations. Last Month, El Nadeem center for the rehabilitation for the victims of torture had faced at attempt to be shut down, and some human rights defenders have reported that the government have frozen their assets.
As a WHRD regional coalition we condemn the current policies of the Egyptian authorities, and we warn that it only promises of more oppression and human rights violations in Egypt. All the attempts of the Egyptian authorities to shut down the public space, and to silence those asking for more freedom, social justice and human dignity will not change the grim reality that proves that the administration have failed to respond to the January 25 revolution. We say this, knowing that young men and women involved in the revolution are now in jail, and civil organizations are being harassed and shutdown as reaction from state to not be accountable and to not introduce more reforms.
The WHRD coalition was founded based on an initiative from Nazra in 2013, and where they’ve hosted more than 40 WHRD and supported us in our process to create this coalition. Nazra is an integral part of the coalition, and have supported through it tens of WHRDs in need of solidarity and protection, and where its executive director Mozn hassan occupies the position of an advisor to the coalition.
Nazra have played an important role in shaping a feminist discourse that have succeeded to place women’s rights on national and regional agendas. They have facilitated the process of sharing the experiences and lessons learned on the issue of women’s participation in public spaces, they’ve marked our coalition with empowering values and practices, most important of them, to not compromise on women’s bodies and participation in the public space under any circumstance.
The case 173, places Nazra along with other civil society organization under investigation, yet due to the recent procedures by the Egyptian authorities, this can’t be considered as routine procedure, because it’s happening under circumstance where civil society is under scrutiny and smearing campaigns, also it comes after a series of procedures against human rights defenders, and that doesn’t indicate good intention or will to protect or respect their work by the Egyptian authorities.
We are calling the Egyptian authorities to dismiss the case, and stop harassing and intimidating human rights defenders. We are inviting the Egyptian authorities instead to put radical reforms to protect human rights defenders. We are also calling for an organized MENA region response to the situation in Egypt, and are calling to form a task force on Egypt to provide advocacy and campaigning so that human rights defenders are protected.

بيان صادر عن التحالف الإقليمي للمدافعات عن حقوق الإنسان في الشرق الأوسط وشمال أفريقيا.
حقوق الإنسان: قضاءٌ وقدر.
أصدرت نظرة للدراسات والأبحاث النسوية، بياناً في 20 من مارس 2016، أعلنت فيه عن خضوعها بشكل رسمي للتحقيق في القضية رقم 173 والمعروفة إعلامياً في مصر بإسم قضيّة "تمويل منظمات المجتمع المدني". وقد تم استدعاء ثلاثة من العضوات في الفريق العامل في "نظرة" الى جلسة تحقيق يوم الأربعاء الماضي الواقع في 16 مارس 2016 والتي تم تأجيلها الى الثلاثاء الواقع في 22 مارس2016. ولم تعطي الجهّات الرسمية أي معلومات عن أسباب التحقيق أو أسباب الاستدعاء.
تأتي القضية رقم 173 بشكل غير مفاجئ بل متوقّع من السلطات المصرية. فكانت السلطات قد بدأت منذ فترة بحملة غير مسبوقة استهدفت فيها ولا تزال تستهدف المدافعين والمدافعات عن حقوق الانسان في مصر وتعاقب فيها المدافعين والمدافعات من خلال منعهم من السفر، والتشهير بهم من خلال وسائل الإعلام الرسميّة. وكان آخرها محاولة إقفال مركز النديم (شباط 2016) والحجز على ممتلكات وأصول المدافعين والمدافعات عن حقوق الانسان.
كتحالف إقليمي للمدافعات عن حقوق الأنسان في الشرق الأوسط وشمال أفريقيا، نعتبر أن تنعّت السطات المصرية في الاستمرار في سياستها المعادية لحقوق الإنسان أمر كارثي ولا يبشر إلّا بمزيد من حالات القمع في مصر. كما ونعتبر أن جميع محاولات السلطات المصرية لإغلاق المجال العام وإسكات الأصوات الحريصة على الدفاع عن الحرية والعدالة الاجتماعية والكرامة الإنسانية لن تغيّر من الواقع الأليم للمجتمع المصري ولن تخفي فشل الإدارات في تحقيق المطالب المتعلقة ب 25 يناير. وها هم الشباب والشابات الذين انخرطوا في عمليات التغيير يقبعون في السجون، أو يصبحون في عداد المختفين قسرياً، وها هو المجتمع المدني يتم إغلاقه منظّمة تلو الأخرى، خوفا من المحاسبة والإصرار على مزيد من الإصلاحات.
إن التحالف الإقليمي للمدافعات عن حقوق الإنسان في الشرق الأوسط وشمال أفريقيا مدين لنظرة على مبادرتها في العام 2013 والتي من خلالها تمّ الاتفاق مع أكثر من 40 مدافعة عن حقوق الانسان على تأسيس التحالف. وقد أعطت "نظرة" الوقت والجهد والطاقة لتوفير الدعم للعشرات من المدافعات عن حقوق الأنسان في منطقة الشرق الأوسط وشمال أفريقيا والعمل على توفير الحماية لهنّ من خلال شتّى الوسائل الدولية والمحلية. كما تشغل مزن حسن، المديرة التنفيذية لنظرة منصب استشارية للتحالف. إن نظرة في عملها مع التحالف وخارج التحالف قد ساهمت في تشكيل وعي نسوي قادر على وضع مطالب نسوية على الاجندات الوطنية والإقليمية. وقد ساهمت "نظرة" أيضاً في نقل تجربة انخراط النساء في المجال العام في مصر الى المجموعات والمنظّمات النسوية في المنطقة، وأهمها تلك التجارب المتعلقة بعدم المساومة على أجساد النساء ومساحتهن ومشاركتهن في المجال العام تحت أي ظرف من الظروف.
أن تعرّض "نظرة" وغيرها من الجمعيات والمنظّمات المصرية للتحقيق في هذه الظروف التي يعيشها المدافعون والمدافعات عن حقوق الإنسان في مصر لا يعتبر إجراء روتيني، ويجري في ظروف لا تنفك فيه المؤسسات الرسمية في التشهير والتحريض على المنظّمات الأهلية في مصر. كما يأتي طلب التحقيق بعد سلسلة من الإجراءات غير المطمئنة تجاه المدافعين عن حقوق الأنسان في مصر والتي لا تبشر بحسن النوايا.
ندعو السلطات المصرية لوقف الانتهاكات ضد المنظّمات المصرية الأهلية، وإقفال القضية 173 فورًا، كما ندعوها الى إجراء إصلاحات فورية وجذرية في المؤسسات المختصة والتي تهدف الى حماية المدافعين والمدافعات عن حقوق الانسان لا تقوم بترهيبهم. وندعو المنظّمات والكيانات المختصّة في العمل على حقوق الإنسان الى الانضمام إلينا في التحالف الإقليمي، وذلك بهدف تشكيل قوة إقليميّة للعمل على حماية المدافعين والمدافعات في مصر.
