Women workers in Lebanon are discriminated against in term of employment opportunities, equality in wages, benefits, and sick and maternity leave. Furthermore, the majority of working women are employed in the informal sector or in the household, agriculture or social care, often unwaged and unregulated by the labor law. Women Migrant Domestic Workers (WMDW) are also living under difficult conditions and are deprived from adequate legal rights. Programmes and interventions in support to them are increasingly on the agenda of international organisations and NGOs, and while it is essential to be attentive to the conditions of this category of deprived women, the defense and promotion of other women’s rights should not be discarded. This roundtable will discuss the questions raised by this situation, the opportunities and pitfalls, the absence of linkages of WMDW programming to broader discussions tackling women workers rights in in the frame of the Lebanese labour law, the need for its revision including the case of Palestinian and Syrian women workers, and more generally rethinking women workers’ rights in both formal and informal sectors.

تتعرَّض المرأة العاملة في لبنان للتمييز لجهة فرص العمل المتاحة لها، والمساواة في الأجر، والمنافع، وإجازات الأمومة، والإجازات المرضية. إلى ذلك، فإنه يتم استخدام غالبية النساء العاملات  في القطاع غير النظامي، أو في المنازل، وفي القطاع الزراعي أو في مجال الرعاية الإجتماعية. وغالبا ما لا تحصل هذه الفئة من النساء على أجورهن، كما أنهن لا يخضعن لأحكام قانون العمل التنظيمية. إلى ذلك، فإن العاملات المنزليات المهاجرات يختبرن ظروف معيشية صعبة ويعانين الحرمان من حقوقهن القانونية الملائمة. لذا فإن البرامج والتدخلات الداعمة لهن تُدرَج بشكل متزايد على أجندات المنظمات الدولية، كما المنظمات غير الحكومية. وصحيح أنه من الضروري تسليط الضوء على ظروف هذه الفئة المحددة من النساء المحرومات، إلا أنه ينبغي أيضا ألا نغفل عن صون وتعزيز حقوق فئات أخرى من النساء. وفي هذا السياق، ستعمل الطاولة المستديرة هذه على مناقشة المسائل التي يثيرها هذا الوضع بالتحديد، والفرص المتاحة، والمخاطر المحدقة، فضلا عن غياب اي مسعى للإرتقاء بالبرامج الخاصة بالعاملات المنزليات المهاجرات إلى مستوى نقاش اكثر شموليةً ليضم حقوق النساء العاملات بشكل عام في إطار قانون العمل اللبناني، وما يبرز من حاجة إلى تعديله، لا سيما  في ما خص حالة النساء العاملات من الجنسيَّتَيْن الفلسطينية والسورية، وليشتمل بشكل خاص على إعادة النظر في حقوق النساء العاملات في القطاعَيْن النظامي وغير النظامي.
