Invitation For Bid

The Institut Libanais de Développement Economique et Social - ILDES has received a grant from the European Union through the European Commission to mitigate the impact of the Syrian crisis on Lebanon and intends to apply part of the funds to cover eligible payments under the contract for the REHABILITATION OF THE PRIMARY IRRIGATION CHANNEL – QAA – BAALBECK - LEBANON.
The Institut Libanais de Développement Economique et Social - ILDES as executing agency for and on behalf of the European Commission as Employer under the Contract ENPI/2013/323-957 invites sealed bids from eligible bidders for the REHABILITATION OF THE PRIMARY IRRIGATION CHANNEL – QAA – BAALBECK - LEBANON. The project consists of the construction of 6.8 km of concrete channels with a section of 90x50 cm2
Eligible bidders are Lebanese and International Contractors bidding jointly or separately and meeting the requirements stipulated in the Instructions to Bidders
Bidders will be post-qualified after submitting all required and necessary information stated in the Tender Documents, and shall satisfy mainly the following:
- The minimum average annual turnover (in construction works) over the last three years shall be Three Million US Dollars (3,000,000 USD).
- General experience of a minimum of five years in water, wastewater and irrigation projects.
- Particular experience within the past ten years as prime Contractor in the construction of concrete water channels or concrete water retaining structures for a total value of not less than 3 Million USD; among which one project for a total value of not less than 1 Million USD.
A complete set of Bidding Documents in English may be purchased starting Wednesday January 7 2015, at the Institut Libanais de Développement Economique et Social – ILDES, Harboyan Bldg. Bloc A, Jal El Dib - Lebanon, Tel: +961 4 710535, Fax: +91 4 710537 for a non-refundable fee of One Thousand US Dollars (1,000 US$). The method of payment will be a bank certified cheque in favor of ILDES. Interested bidders may obtain further information at the same address.
Bids must be delivered to the above office on or before 12 o’clock, noon, Beirut Local Time on Tuesday February 10, 2015 and must be accompanied by a bid security of 30.000 USD (ThirtyThousand USD). Bids shall be valid for a period of Ninety (90) days after Bid opening date. Bids will be opened in the presence of bidders’ representatives who choose to attend at 12 o’clock, noon, Beirut Local Time on Tuesday February 10, 2015 at the offices of the Institut Libanais de Développement Economique et Social - ILDES, Harboyan Bldg. Bloc A, Jal El Dib - Lebanon.
