Produce a documentary for the Lebanese Association for Democratic Elections | LADE

Main Task

The Lebanese Association for Democratic Elections (LADE) is looking to recruit a videographer/team to produce a documentary about its preparations for the 2018 election monitoring process and operation. The documentary shall include a separate segment focusing on gender participation, that is a scrutinised monitoring process that evolves around a mainstreamed gender perspective.

 

Background

LADE is a Lebanese non-profit and non-partisan organization advocating for election integrity and fair representation as two vital pillars for a functional democracy. Since its establishment in 1996, LADE has been heavily involved in instigating electoral reform on a national level through a set of well-designed interventions amongst which election monitoring constitutes a cornerstone for a viable parliament, where it features as a necessary tool to assess the electoral framework and propose amendments when needed.

The association's early efforts reached paramount in 1998 with the implementation and management of a full-fledged campaign aiming at restoring local elections across Lebanon for the first time since the breakout of the Lebanese Civil War. Consequently, LADE’s role grew further and as a leading reformist organization. LADE’s awareness extended throughout the years to cover pre-elections, e-day and post-elections activities. Moreover, the association has been able, in a short period of time, to catch up with the academic and societal debates around media ethics and gender participation and has successfully developed a multifaceted and multidisciplinary approach to citizenship and electoral reform.

Following three consecutive rounds of mandate extension of the Lebanese Parliament, parliamentary elections are set to be held on May 6, based on a new electoral law, which has finally adopted the proportional system for the first time in history, after several years of lobbying and advocating for a new electoral law.

LADE is set to launch the monitoring operation of the May 6 parliamentary elections in a few days. This operation will cover the campaign period, the Election Day, and the election disputes. In the framework of the monitoring operation, observers will receive extensive trainings, to be able to monitor the elections at all levels, and from a gender-oriented perspective.

 

Objectives and Tasks

The overall objective is to produce a documentary that communicates to the public and documents the entire monitoring process from A to Z, and all the activities undertaken by LADE in this period. The documentary is to serve as a tool in showcasing LADE’s scope of work and how it deals with the operation.

 

  • Under the direct supervision of LADE’s Communication Coordinator, the contractor will be required to:
  • Identify, develop and implement the documentary’s overall methodology, concept, structure and scenario;
  • Deliver a draft version for comments;
  • Plan and schedule a timeline for the project;
  • Cover all LADE’s activities linked to the monitoring operation, including the launching process on the beginning of March, most of the trainings to be held ahead of the elections, press conferences; etc.
  • Cover the monitoring process during the E-Day in all the districts, as well as in LADE’s head office (videography and photography);
  • Conduct interviews with the chosen spokesperson/key staff in coordination with the Communication Coordinator;
  • Make arrangements for logistics including local transport, equipment, communication services and any other needed details;
  • Narrate, edit and produce a high-quality version of the scripted documentary with adequate background music in finest and high quality video formats including HD, AVI and MP4;
  • Provide, in addition to the soft version, a high quality hard copy (DVD) of the final, approved version of the documentary, as well as another copy including only the gender monitoring part. However, other appropriate formats that enable the video to be uploaded to LADE website and social media platforms shall be provided (for both versions);
  • The product should be available in Arabic (with English subtitles)

 

Required Qualifications

The contractor will be required to meet the following requirements:

  • More than 3 years working experience in development of documentary/film production;
  • Additional experience in development communication and mass communication will be an added advantage;
  • Experience in working with local NGOs or other international organizations on such topics;
  • Knowledge and background info on the political and electoral context;
  • Familiarity with the LADE’s objectives and scope of work;
  • Excellent technical capacities to ensure high-quality production;
  • Clear articulation of capacity and skill, and innovative approaches to carry out the assignment;
  • Clear work plan and articulation of expected methodologies and outputs;
  • Ability to start immediately.

 

Proposal Submissions and Timeline

Technical proposal not exceeding 2 pages in length with the proposed approach and activities to be taken for the implementation and management of the assignment, including an operational work plan with timeline; breakdown of costs; portfolio of the company’s work.

Intellectual Property and Copyright

All information pertaining to this project (video, audio, digital, project documents, etc) belonging to LADE, which the production company may come into contact with in the performance of his/her, duties under this consultancy shall remain the property of LADE who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without the written permission of LADE. The Lebanese Association for Democratic Elections holds exclusive ownership and rights to all design and other related production including all use and distribution rights.
