*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry-level salary for this position is LBP 61,299,000 yearly

 

Introduction

The position of Programme assistant is located in the Regional Programming Services of the Regional Office for Arab States.

The main purpose of this job is to provide programming support and monitoring functions to ongoing TC projects within the region.

 

Reporting lines

Under the supervision of the Chief, Regional Programming Services, and in close consultation with programme officers and relevant DWT colleagues, the Programme assistant provides programmatic support for the design, implementation and evaluation of the overall programme of the Regional Office for Arab States.

 

Specific Duties

 

A- TC project implementation support

  1. Assist in monitoring expenditure and issues reports from IRIS accordingly, as required, of the financial situation of technical cooperation projects. Advise on the source of funds to be charged for specific intervention.
  2. Provide support to ROAS and project staff through provision of regular advice and on-the-job training particularly with regards to IRIS-related procedures. And provide also support to TC staff within the portfolio on programmatic and administrative procedures/matters. Participate in the briefing of national and international consultant during mission.
  1. Follow up on programmatic issues with technical and functional departments in ILO-HQ, such as Declaration, IPEC, PARDEV, and BUD/CT on the implementation of the TC projects
  2. Provide guidance and orientation for new staff within the portfolio on TC and administrative procedures/matters. Support the training staff on ILO_IRIS related procedures
  3. Prepare background materials, working papers and tables for briefing and review sessions
  4. Enter individual and supplier contract in IRIS and review relevant terms of reference and supporting documents; review deliverables and ensure processing of payments
  5. Participate in reviewing projects activities and work-plans with TC officials, by verifying their conformity with the set objectives of the projects, and provide inputs on resource allocations and procedural arrangements. Prepare budget revisions and programme allocations changes when requested by the supervisor.
  6. Update and share the status of projects at various stages (formulation, implementation and operational); compiles summary's statements of project budgets on monthly basis.
  7. Follow-up and review selected transactions and documents (e.g., budget proposals, payment requests, etc.) and ensure adherence to financial rules and procedures.

 B-Support to TC project design, resource mobilization, M&E and reporting

  1. Assist in reviewing project proposals and prepare for finalization of budgets in line with ILO rules and donor requirements; and create projects and budgets in IRIS.
  2. Compile, organize and disseminate data related to technical cooperation status and delivery in the region and support the preparation of background information.
  3. Establish and maintain a system for regular updates and alerts on TC reporting.
  4. Review project reports and provide inputs to financial data for reports as required.
  5. Establish database on donor requirements and donor profiles at regional level.
  6. Update database and records on programming activities for programme monitoring and evaluation purpose.
  7. Provide support to national international evaluation consultants and evaluation missions

Education

Completion of secondary school education, supplemented by technical or university level courses in field related to the work of the organization. University degree in a relevant field is desirable

 

Experience

Six years of progressively responsible clerical or administrative work, of which at least one year in programme support activities.

 

Languages

Excellent knowledge of Arabic and English is required. Knowledge of other UN languages is an asset

 

Competencies

Good knowledge of the purpose and functions of the technical programme and the other offices and sectors interacting with the programme. Knowledge and technical data and good administrative skills to provide programming support. Good knowledge of programme planning, implementation and evaluation principles, practices and procedures.

Ability to work with word processing and spreadsheet software, as well as computer software packages required for work. Ability to prepare preliminary reports and to draft correspondence. Good analytical skills. Ability to communicate effectively both orally and in writing. Ability to deal with a range of staff and to respond to their queries. Ability to work in a team and to work under pressure. Good organizational skills. Excellent time management skills. Supervisory skills. Must demonstrate responsible behavior and attention to detail. Ability to work and communicate with people in a polite, courteous and cooperative manner. Must display high standards of ethical conduct. Must demonstrate honestly and integrity. Ability to reason and make sound judgments.
