Local Consultant, Institute For Missing Persons

ICTJ is developing an estimated budget for the Institute for Missing Persons as envisioned in the draft law submitted by MPs to the Lebanese parliament in April 2014. The study is part of an 18-month project co-funded by the Embassy of Finland in Lebanon, whose results will be used by stakeholders to gain better insight into the feasibility and budgetary implications of the Institute and draft law. The estimated budget for the Institute for Missing Persons developed by ICTJ would be put at the disposal of victim advocates and family associations, as they continue to push legislators for the adoption of this text. At the same time, it will be presented and discussed with policy makers and representatives of state institutions responsible for—or involved in—the promulgation of the law and/or its implementation.
To carry out this work, in addition to ICTJ’s current team in Lebanon, the center will retain a Lebanese consultant with expertise in budgeting, public administration and applicable parliamentary rules and procedures. He or she will work during 10 months (September 2014-June 2015). The consultant will be working closely with an international consultant with expertise in the establishment and/or management of an entity similar to the Institute for Missing Persons, as envisaged by the draft law.
 
Deliverables and Timeline:

Undertake desk and field research (within Lebanon), as well consultations necessary to determine the existing operational services, the competency of the concerned authorities as well as the needs of the families of the missing and disappeared persons, under the guidance of an international consultant with expertise in the establishment and/or management of an entity similar to the Institute for Missing Persons, as envisaged by the draft law.
Take part in an assessment mission in Lebanon with the international expert (November 2014). The objective of the visit is to meet with ICTJ’s team in Lebanon, families of the missing, civil society, relevant state institutions, international organizations working on the issue of the missing, and policy makers.
Ability to travel to two different jurisdictions that have similarities with the Lebanese proposed entity to learn from the already existing institutes. (December 2014- January 2015)
Develop, preferably in English, a proposed budget with options that could reflect different structural and coverage models for the establishment of the institute and submit the preliminary drafts for ICTJ and the international expert’s inputs (February 2015).
Produce the final estimated budget proposal accompanied by a narrative explanation of the cost estimates (March 2015).
Meet with the families of the disappeared and supporting NGOs, and explain to them the estimated budget (May 2015).
Participate in the launching event to expose and explain the estimated budget document (June 2015).
