 1.      Background
 
The Government of Lebanon through the Ministry of Education and Higher Education (MEHE) is implementing its Education Sector Development Plan (ESDP), based on the pillars of the National Education Strategy that aims to provide: (i) Education Available on the Basis of Equal Opportunity; (ii) Quality Education that Contributes to Building a Knowledge Society; (iii) Education that Contributes to Social Integration; (iv) Education that Contributes to Economic Development; and (v) Educational Governance. The ESDP is being led by the Ministry of Education and Higher Education (MEHE) and select ESDP programs are being funded by several external agencies (World Bank, USAID, EU, UNICEF and others).
The Second Education Development Project  (EDP- II), financed by the World Bank, Loan Agreement # 7966-LE, under the law # 227 dated 25/10/2012, is currently being implemented by MEHE.
This project has prepared an integrated development strategy and has developed the core information and management tools required to implement the project.
In order to ensure effective integrated implementation of the EDP- II and other projects, MEHE has established an Education Sector Development Secretariat (ESDS). This Secretariat comprises a multidisciplinary team of experts and officers for management and technical support, reporting to the executive level of the Ministry.
 
1.1 Project Description:
The EDP- II builds on the achievements of the first Education Development Project (EDP-I) that closed in December 2009 after a nine year implementation period. EDP-I addressed (i) policy, planning and information management, (ii) strengthening school leadership, pedagogical capacity and assessment of academic achievement, and (iii) infrastructure and equipment.
EDPII was designed to: (i) improve the quality of student learning outcomes in order to enhance their social and economic wellbeing; and (ii) improve the internal and external efficiency of the public education system.
 
The Project has 3 components:

Early Childhood Education [ECE]
School Based Development and Teacher Professional Development
Education Sector Policy Development and Management

 
The first component of EDP- II, Early Childhood Education focuses on seven aspects of ECE:
1-     Increasing capacity of Physical Infrastructure of the system
2-     Enhancing Learning Resource Materials for preschool education
3-     Adapting the Early Childhood Environment Rating Scale
4-     Initiating a Professional Development Program for preschool teachers
5-     Implementing Child-at-risk Detection Program
6-     Promoting a Parent Involvement Program in Early Childhood Education
7-     Assisting MEHE to utilize, monitor and analyze tools for assessing preschool readiness and performance
 
 2.      Child-at-risk Detection Program Details
 
2.1 Overall Objectives
 

Define and develop a child-at-risk detection program that includes instruments and tests to evaluate children [ages 3-6] for potential development delays as they enter the preschool years.
Assist in implementing the roll out of the detection program.

 

Ensure the program takes into account the following areas of development: Motor Skills, Cognitive abilities, Language skills, and the following types of diagnostics: Independent Living Categories, Social Behavior Categories, Language Tests, and Achievement Tests.
Prepare a remedial strategy for children-at-risk in order to enhance school readiness.

 2.2 Scope and Timing of Work
The following are expected deliverables and timelines:

I.

Report on local and international trends concerning Child-at-risk Programs. The Report should recommend a potential child-at-risk instrument[s] to be used by the project.
 

 10 days

II.

Adapt instruments, agreed by the Planning and Steering Committee for ECE to evaluate child development.
 

 5 days

III.

Design of a child-at-risk detection program, and of a remedial strategy, including the mechanisms and processes of implementation.
 

10 days

IV.

Design and development of Training of Trainers [ToT] modules on implementing the strategy.
 

15 days

 
At the end of each stage, the consultant is expected to submit the deliverable to MEHE Planning and Steering committee for feedback and to revise the deliverable as needed.
 
2.3 Modalities, Implementation and Project Reporting
The selected consultant is expected to coordinate all activities necessary to bring the child-at-risk detection program to completion. The consultant will respect all set timelines, deliverables and other conditions of the contract. The assignment is expected to begin around July 1, 2014. All draft deliverables shall be submitted to the ESDS Director in Arabic, English and/or French one week before phase reports deadlines, respectively.
 
Within this one week period ESDS will make sure to validate the submitted draft before submission to the Planning and Steering Committee.
The selected consultant will report to the ESDS Director and work under the guidance of and in coordination with the EDP II Educational Consultant. Access to all existing project and ECE documents, facilities and logistics will be provided by ESDS to the Consultant.
2.4 Qualifications and Experience of the Consultant
The consultant should have the following qualifications:
 

Masters in Sciences of Education with an emphasis in special education and learning disabilities. PHD is a plus.
Experience in the design, delivery and implementation of child-at-risk detection programs.
Experience in the development of remedial educational programs.
Experience in designing specific modules to train teachers in the early detection of developmental/learning difficulties.
Ability to communicate effectively at senior levels of government in Arabic and English and/or French.
Ten years of experience in the education system in Lebanon, and other Arab countries is an asset.
Knowledge of current structure, strength, and challenges facing the public school system in Lebanon.
