The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 30 countries around the world, which provides protection and promotes durable solutions to refugees and displacement affected populations over the world. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.

The Danish Refugee Council in Yemen is seeking a consultant to develop and provide training on humanitarian principles. The project, entitled LNGO Capacity Building for Humanitarian Response: Introduction to ‘Best Practices, seeks to introduce international humanitarian and accountability principles and standards to local civil society organisations involved in emergency response and early recovery activities in Yemen. The training, intended for local NGO senior managers, will focus on the humanitarian ethics and values, their underlying links to Islam as well as to international law and conventions, and on current best practices in their application within the Middle East context.

Drawing on resources including SPHERE, humanitarian codes of conduct, Do No Harm, the Humanitarian Accountability Partnership, etc., the training will teach the concepts and their practical application in the delivery of humanitarian services. Topics to be covered would include humanitarian ethics and operational principles: neutrality, transparency, genderequity, participation of and accountability to beneficiaries, etc. It is of particular importance to demonstrate the ‘universality’ of these values through the use of case studies and other training materials from other Middle Eastern countries. All materials and training delivery will be Arabic.
