Request For Proposal #bey/2016/006 For External Evaluation – Drc Lebanon Bprm Program

As part of the Bureau of Population, Refugees, and Migration project with the Danish Refugee Council (DRC) under the title: "Improved protective environment for refugee populations in Lebanon", DRC is launching a call for proposal to undertake the project final evaluation of the one-year project as a whole (in Lebanon).
To representatively evaluate the impact and extent to which the project has achieved its expected outcomes. The results contribute to better informed decision-making, foster an environment of learning by doing and promote greater accountability for performance.

The consultant will:

Assess progress made towards the achievement of results at the outcome and output levels. Assess the reasonability of the relationship between project costs and results. Assess performance in terms of the relevance of results, sustainability, shared responsibility and accountability, appropriateness of design, resource allocation, and informed and timely action. Identify lessons learned and provide recommendations to inform future programming.
The final evaluation should cover the implementation period from 1st September 2015 - November 2016. The geographical scope of the evaluation is Tripoli and Bekaa regions respectively. While the main emphasis should be on measuring the final achievements, results and impact of the project yet should also cover the relevance, effectiveness, sustainability, efficiency and coordination.
