Drc Call For Partners On Nfis Distribution Under The New Comers Project Funded By Echo

This is a preliminary questionnaire for all local partners willing to become DRC partners for NFIs distribution under the New Comers project funded by ECHO.

The Danish Refugee Council has worked in Lebanon since September 2004, and the programs have followed the country’s needs and progress. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. DRC is simultaneously maintaining the efforts toward the vulnerable groups of Palestinian refugees in Lebanon.

DRC has been providing assistance to more than 265,000 newly arrivals in Lebanon since August 2012. Given the average monthly target of 20,000 individuals in 2013, DRC has been covering 50% of the national operational caseload of newcomers programme implementing partners in Lebanon.

In each geographical unit, one distribution exercise per week will be scheduled for NC eligible population to deliver assistance. The distribution list generated on the basis of the info submitted during the registration phase managed by DRC will allow the implementing partner to plan the distribution of NFIs (Mattresses, Blankets, Kitchen Set, Baby and Hygiene Kits in addition to winterization package if confirmed by donor).

1. Newcomer Definition

1.1 Any family fleeing Syria due to the conflict that has been in Lebanon for the period up to 1 month (as of their date of entry to Lebanon).

1.2 Includes all newcomer families fleeing Syria regardless of nationality (i.e. it includes Palestinians, Lebanese returnees, Iraqis, Bedouins etc.).

1.3 If a family fleeing Syria has been in Lebanon for more than 1 month, they moved from one area to another within Lebanon, or they returned to Syria and then again came to Lebanon, they are not considered a newcomer and should not be considered for assistance, unless there are compelling extenuating circumstances.

1.4 Newcomers that become registered refugees soon after their first arrival in Lebanon, can still be assisted through the programme, provided the assistance is provided within 1 month of their first arrive in country.

2. Eligibility Criteria

2.1 Newcomer Assistance should be provided to any family that meets two key criteria:

2.1.1 They first arrived in Lebanon within the last 1 month; and

2.1.2 They have not already been assisted by any other agency.

2.1.3 They do not already have the items to be distributed in the package.

3. Timeframe

3.1 Assistance should be provided to the newcomer family as soon as possible, with the objective of distributing items to newcomers within 4 days of the assessment.

3.2 If families are found to be in extremely poor conditions, in a state of vulnerability and dire need, it is advisable to assist them directly within 24 hours. Providing assistance within this accelerated timeframe will mean that the cross-checking process for such cases may be more cursory, and this risk will have to be balanced against the urgency of providing the assistance in such exceptional cases.

The implementation of the project entails the shared roles and responsibilities stipulated below:

Approximately, 850 new comer HHs in the South and Nabatiyeh governorates are identified by DRC and assisted by the selected local partners.

The contract will be signed for 3 months and renewed based on availability of funds and mutual agreement.

New comer HHs out of areas of intervention could be assisted upon consultation with DRC;

DRC will be responsible for:

Assessing new comer families in DRC designated locations; Generating distribution lists after crosschecking data; Procuring the needed assistance (NFIs); Training the selected partner; Monitoring the activities.
Partner NGO will be responsible for:

Planning the weekly distributions; NFIs stock management; Organizing distribution; Reporting the distribution activities; Financial management of the project.

Selection process:

Completed preliminary questionnaire forms must be submitted to DRC directly. They can be sent by email before midnight on the closing date, Friday August 22nd, or by post (must arrive by the closing date of the call) or submissions may also be given in person before 17:00 on the day of closing. Interested NGO will be visited by DRC team for a capacity assessment after agreeing on date, time and location; All NGOs will be informed of the selection results by September 10th.
