« Arbitrary detention and Torture in Lebanon: Latest Findings of CLDH and the Truth in the Case of the Alleged Spy Faysal Moqalled »
On this occasion, CLDH will make public its latest report on arbitrary detention and torture entitled: « Arbitrary detention and torture: Endless suffering of inmates, a threat to Justice ». This report contains the findings of the organization regarding these practices in 2011 and 2012 and was written with the support of the Arab Human Rights Fund. The report entitled: « Torture, due process violations, and unfair trial in the case of Faysal Moqalled – A Mossad spy created in Yarzeh? » will also be distributed during this press conference. Faysal Ghazi Moqalled, sentenced to life imprisonment on charges of collaboration with Israel, has been waiting for his trial in appeal for more than 3 years. CLDH conducted an in-depth study of his file and gathered information that tends to prove that the Lebanese army intelligence services may have fabricated the « confessions » of Faysal Moqalled, under torture, at the Ministry of Defense.
Why these reports:
For years, CLDH has been denouncing torture and other human rights violations leading to arbitrary detention and has been assisting the victims. These two reports should have been published on June 26 on the occasion of the International Day in Support of Torture victims but the violent events of Saida conducted the organization to postpone their publication to allow a serene debate on questions as important as arbitrary detention and torture.
Ø New report on arbitrary detention and torture: The report that will be made public on July 18 follows the one of 2011 entitled « Arbitrary detention and torture: the bitter reality of Lebanon » and constitutes an update of that previous report.
Ø Moqalled Case: Since 2010, CLDH has been following in partnership with international organizations the case of Faysal Moqalled, arrested in February 2006 and sentenced to life imprisonment in 2009, on the basis of confessions extracted under torture. CLDH submitted on several occasions the allegations of torture and arbitrary detention to the President of the military appeals court, Ms. Alice Chebtini, but the latter has never reacted. The trial in appeals is permanently postponed (the next session is scheduled in March 2014!). CLDH therefore decided to make public all the information at its disposal and that has never been considered by the military justice.
These two reports complete each other, the first one exposing the reality and the persistence of the violations, the second one their direct consequences on the incarcerated persons.
