ANERA:COMMUNITY-BASED HYGIENE AND SANITATION PROJECT: CALL FOR APPLICATIONS

The American Near East Refugee Aid (ANERA) in Beirut is calling for applications for Local non-governmental organizations (NGOs) to support the implementation of the “Community-Based Hygiene and Sanitation promotion” project in Burj Shemali, Burj Barajneh and Shatila camps.  Interested Local CBOs are encouraged to apply for this opportunity by completing and submitting the application.  The deadline for submission is March 28, 2018.

ANERA is implementing this project under “Community-Based Hygiene and Sanitation promotion” program between January 1st, 2018-December 31st, 2018), in partnership and funding from UNICEF.

 

Project Background

Lebanon’s ongoing solid waste crisis has had a disproportionately negative effect on refugees, especially refugee youth and children. The influx of Syrian refugees has left a heavy burden on Palestinian refugee camps that have been particularly vulnerable to the short and long term health risks association with the crisis and the financial strain on camp resources.  Additionally, there is a further risk that currently used dumpsites and landfills will eventually be forced to close, adding an even greater burden to an already weak infrastructure.

To this day, a comprehensive, sustainable, and viable solution to deal with the ongoing garbage crisis has not been implemented, permitting the dumping of waste directly into the sea, the burying of waste in unsanitary landfills, and the active burning of waste at dumpsites within close proximity to residents.

I.            Objective:

ANERA is implementing the “Community-Based Sanitation and Hygiene Promotion” project to improve solid waste management systems and hygiene and sanitation awareness with a focus on women and girls as they are the main bearers of sanitation and hygiene practices within their households.

II.            Implementation Locations:

  •          Burj El Chemali  Camp – Tyr
  •          Burj El Barajneh Camp – Beirut
  •          Shatila Camp – Beirut

 

III.            Project Duration:

Applying organizations should plan their intervention between April 2018 – October 2018  

 

IV.        ELIGIBILITY CRITERIA:  Who should apply to this call?

 Local Registered organization (or in the process of registration) in Lebanon with demonstrated experience in awareness and outreach.

  •  Community Based Organizations with demonstrated outreach to targeted beneficiaries in the localities targeted in this call.
  • Previous experience in WASH is preferred.
  •  Previous experience with ANERA or other INGO is preferred.
  • Commitment to the activity duration).
  • Operates through a center located inside the targeted camps.

V.        SELECTION CRITERIA

       The applications will be evaluated against the following criteria:

  • Complete Applications: Only complete applications with all related documents will be considered. Incomplete applications or those with missing documentation will automatically lead to disqualification.
  • Technical Capacity: Applicants who demonstrate capacity to implement the proposed awareness activities will be favored, specifically those who:

-  Have previous experience working with youth and women.

- Are capable of responding to diverse needs of targeted youth, women and care givers.

- Have venues in the targeted localities that are adequately equipped to conduct and facilitate awareness sessions.

-  Have qualified staff that can be trained to facilitate awareness sessions.

-  Have institutional capacity specifically administrative and financial management.

-  Can commit to complete and share the monitoring and evaluation tools provided by ANERA. 

-  Administrative Capacity: Current number of employees to ongoing projects ratio

-  Commitment: Applicants who demonstrate commitment to develop and improve health practices among targeted beneficiaries.

-  Equity: Applicants who demonstrate the ability to outreach from the most difficult to reach and underserved populations including but limited to working youth, girls and youth with disabilities will be favored.

- Cost: Applicants who demonstrate cost effectiveness vs. market value

  • For organizations who haven’t worked previously with ANERA, they should also complete the Partner Assessment Form.
